(New York,) ? The rebel New People?s Army (NPA) in the Philippines should immediately end unlawful killings and detention of civilians, Human Rights Watch said today. The NPA, the armed wing of the Communist Party of the Philippines, has admitted to gunning down civilians and detaining others in recent months.

Sa pagpapatupad nito ng Oplan Bantay Laya 2 sa pamamagitan ng Joint Task Force Bicol (JTFB), mga inosenteng sibilyan at mga ligal na aktibista ang nabiktima ng malupit at pasistang paraan ng extra-hudisyal na pamamaslang, pagdukot at pagkawala, tortyur at iba pang paglabag sa karapatang pantao ng mamamayan. Isang indikasyon ng kabiguang pigilan ang patuloy na pagsulong ng armadong pakikibaka sa rehiyon ang pagkakandarapa ng 9th ID-PA na magbuo ng isa pang brigadang pangkombat at ilang kumpanya ng CAFGU at pagsandal sa kinasasabikang ayudang militar ng tropang US upang palakasin ang kontra-rebolusyonaryong digma laban sa CPP-NPA-NDF sa rehiyon.

Ilagan is the provincial capital of Isabela where agrarian or land problems is very grave. Ilaga is also the area where the 11,000 Hacienda San Antonio and Sta Isabel, now the crisis area of land problems in the Philippines is located. Foreign corporations are trying to gran the lands of peasants opening up coal mining and cassava plantations in the traditionally rice and corn lands in the area. Mayor Albano took the side of the lowly peasants that is why he became a marked man. Pesante condoles with the Albano family on the untimely death and martyrdom of one of the servants of the people.
