The Status of Forces Agreement (SOFA) is the second such agreement entered into by the Philippines. Four years ago, Colombian dissident Alvaro Morales fled to Australia to escape death threats from Colombian government-backed paramilitaries. In May, the Australian authorities turned down his application for asylum. When Morales returned to Colombia he was shot dead by right-wing paramilitaries.
