SB 48 Referendum: THE Epic Struggle for Queer Rights in California (tags)
Roland Palencia, executive director of the Queer lobbying group Equality California (EQCA), calls the radical Right's attempt to get rid of the FAIR Education Act, also known as SB 48, "the greatest threat in years to LGBT [Queer] Californians." The Act adds Queer people, people with disabilities and Pacific Islanders to the list of communities whose "role and contributions" to American and Californian history and society must be acknowledged in lessons and textbooks used by the California public schools. Radical-Right activists, including some of the same people who successfully eliminated marriage equality in California via Proposition 8, plan to make it a referendum on the very existence and legitimacy of the Queer community and will likely wage an ugly campaign based on many negative stereotypes of Queer people. Palencia's group is fighting back by setting up a broad, mostly non-Queer coalition, and he, EQCA regional field director George Zander and openly Queer San Diego Unified School District board member Kevin Beiser spoke at the predominantly Queer San Diego Democratic Club August 25 to mobilize its members to join the campaign and help organize the grand coalition.

"The coup was held on June 28 precisely to stop a non-binding referendum – one that asked if Hondurans wanted the right to vote for or against a new Constitution – but the regime’s own insistence on holding faux “elections” on November 29 inadvertently provides the people with the opportunity to do the very thing the coup was intended to stop: To put up ballot boxes outside of every “official” polling place and survey the people on that original question. Now that the Honduran civil resistance and its diverse social movements are so much better organized in every town and city than ever before, the little bird asked, why not utilize the November 29 date of the regime’s sham “elections” to hold a real referendum? The suggestion is to place a “First Ballot Box” (“primera urna”), outside of every official polling place, that asks the first question anew: “Do you favor convening a national Constituent Assembly to democratically write a new Constitution for the Republic of Honduras?” “Yes” or “No?” That little bird must have likewise carefully listened to the voices from below. We heard it - and reported it to you - from the northeastern cities of Trujillo, Tocoa, and Saba and the nearby farms of Guadalupe Tepayac. We heard it throughout our reporting from coastal La Ceiba and from the Afro-Honduran and Garifuna communities throughout that coast. From the popular barrios of San Pedro Sula and the highway blockades of Comayagua the same central demand was on everyone’s lips: ¡Constituente! Supposedly at the center of the controversary is today’s scheduled referendum, which is not a binding vote but merely an opinion poll to determine whether or not a majority of Hondurans desire to eventually enter into a process to modify their constitution.

At about 1am, after a long delay, the Venezuelan National Electoral Commission announced the results of the referendum on constitutional reform. The proposals for constitutional change were defeated by the narrowest of margins, with 4,504,354 votes against, (50.70%) and 4,379,392, (49.29%) for the YES. Soon afterwards, president Chávez was on the television accepting the results. He said that the proposed reforms had not been approved "for now", but that he would continue to struggle to build socialism. The result, as could be expected, was greeted with jubilation by the right wing opposition and all the reactionary forces. For the first time in almost a decade they have secured a victory. There were scenes of jubilation in the well-off middle class areas of Caracas. "At last we have shown that Chavez can be defeated! At last the slide towards communism has been stopped! At last we have given the rabble a lesson!" The joy of the reactionaries is both premature and exaggerated. A glance at the results shows that the voting strength of the opposition has barely increased. If you compare these results (after 88% of the votes had been counted) with the 2006 presidential elections, the opposition has only increased about 100,000 votes, but Chávez lost 2.8 million. These votes did not go to the opposition but rather to abstention. This means that support for the counter-revolution has not significantly increased from its highest point one year ago. Apart from the deep involvement of the US, the primary organization of the Venezuelan business elite (FEDECAMARAS), as well as all the major private television, radio and newspaper outlets have been engaged in a vicious fear and intimidation campaign. Food producers, wholesale and retail distributors have created artificial shortages of basic food items and have provoked large scale capital flight to sow chaos in the hopes of reaping a ‘no’ vote.

On Monday, November 5th, the campaign for the constitutional reform referendum in Venezuela was stepped up with the call by retired general Baduel for a NO vote. General Baduel was a close collaborator of Chávez and remained loyal to him during the April 2002 military coup which briefly ousted him. In July of this year he resigned from his position as Defence Minister and retired from active military office. His attacks on the constitutional reform are part of a concerted campaign by the ruling class to prevent it from being approved in a referendum which will take place on December 2nd. The amendments to the 1999 Venezuelan revolution were announced by Chávez after his election victory in December 2006 with the stated aim of bringing the Constitution into line with "Socialism of the 21st century". They were then formally proposed by Chávez in July, discussed throughout the country and passed with a whole series of modifications and additions by the National Assembly on November 2nd.
