When Japan surrendered on Aug. 14, 1945, we who had fought as regular army or as guerrillas suddenly became veterans. The terrible war was finally over and everybody looked to picking up the pieces in a regime of peace. From what I read in the papers, the pension is not much. But the feeling among most veterans seems to be that whatever the pension may finally be, it will be better than nothing. The Americans have pummeled the Filipino veterans into submission. He now goes around with a begging bowl in hand. This is the greatest insult and the most pitiful tragedy.

Skirmishes between government security forces and a group of Moro rebels in Libungan town in North Cotabato continued Monday, spilling over into the next town. “The fighting involving soldiers and MILF rebels had been ongoing since Sunday and now it escalated into Pigcawayan. The rebels are led by Commander Umbra Kato. The rebels are harvesting the crops of Christian settlers,” North Cotabato Gov. Jesus Sacdalan said. But Eid Kabalu, MILF’s civil military affairs chief, told the Inquirer that they had not received reports that the fighting had escalated into the neighboring town.

The daughters of slain Filipino peasant activist Eddie Gumanoy – Rose Anne, 21, and Fatima, 17 – were traveling to the city of Cavite on the morning of July 3 when they realized they were being followed. They sent a text message to their mother Maria to meet them at a mall in Muntinlupa, but the two sisters never arrived. They later sent a second text message saying they had been intercepted by soldiers. The family and members of the human rights group Karapatan (Alliance for the Advancement of People's Rights) thus began looking for the two women. On July 4, they went to the office of the Intelligence Services of the Armed Forces of the Philippines at Camp Aguinaldo, which denied that the military was holding Rose Anne and Fatima. They also filed a complaint with the Philippine National Police in Camp Crame in Quezon City. That afternoon army spokesman Col. Ernesto Torres denied that the military had abducted Rose Anne and Fatima, but did admit that the two women were under the care of the army. He refused to disclose where they were, however, stating that the young women had voluntarily sought protection from the military as they were afraid of Karapatan.

An official of the Muslim secessionist group Moro Islamic Liberation Front (MILF) has expressed doubts that the government would be able to keep its promise to a United Nations body to put a stop to the string of killings of local journalists and activists as well as to protect the rights of all Filipinos, even those who express dissent against the state. Khaled Musa, deputy chairman of the MILF committee on information, doubted the government vow, saying the head of the Philippine delegation to the recent conference by United Nations Human Rights Council (UNHRC) in Geneva, Switzerland, Executive Secretary Eduardo Ermita, �has blood in his hands� with the deaths of a number of members of activist groups in the Philippines. Musa hinted that Ermita may not be serious in making the vow as he has been a key government official during the country�s most darkest periods for those who spoke against the state. He noted that Ermita not only is one of the most influential officials in the present administration, being President Arroyo�s alter-ego, but also had held various key roles during the martial law times under the leadership of the late strongman Ferdinand Marcos.

The AJLPP considered the arrest of Echanis a big blow against the cause of peace. President Arroyo yesterday said she is merely awaiting the recommendation of Defense Secretary Gilbert Teodoro to approve the proposal of the Armed Forces of the Philippines (AFP) leadership to beef up its strength by six battalions to bolster the government’s campaign to stamp out the decades-old local communist insurgency. Presiding over the first AFP Command Conference of 2008 at Camp Aguinaldo yesterday morning, Mrs. Arroyo listened intently to the presentations of the military brass, led by AFP Chief of Staff Hermogenes Esperon Jr. on the insurgency situation and other threats to national security. Esperon reported to the President that the AFP needs six more battalions and P3.5 billion to implement its “unified command” program. In addition to the six battalions, the AFP hopes to constitute 20 more Cafgu (Citizens Armed Forces Geographical Unit) companies to help the military fight insurgency in the countryside.

Making it more apparent that it is walking on eggshells on the matter, the government yesterday said while its set deadline for it had lapsed last Sunday, its doors are still open to the Moro Islamic Liberation Front (MILF) to surrender its members who were responsible for killing 14 Marines soldiers after an encounter in the island province of Basilan in the South two weeks ago. Government peace panel chief Rodolfo Garcia told reporters in an interview that even after its ultimatum had passed with the Muslim secessionist group ignoring its call, the government still hopes the MNLF’s leadership would be honorable enough to yield its members who killed 14 Marines soldiers, and even beheaded and mutilated the bodies of 10 of them, in an accidental clash in Tipo-Tipo, Basilan last July 10.

National Security Adviser Norberto Gonzales, who assumed his post yesterday as officer-in-charge of the defense department prior to the installation of the permanent defense secretary, warned communist rebels that they would be identified as terrorists once the anti-terror law or the Human Security Act of 2007 takes effect this month. Gonzales said the New People’s Army (NPA), however, could avoid the terrorist tag if the rebels declare a ceasefire. “If the NPA rebels refuse to implement a ceasefire, they will be branded as terrorist like the Abu Sayyaf, Rajah Solaiman Group and the Jemaah Islamiyah,” Gonzales told reporters during turnover rites at Camp Aguinaldo in Quezon City, attended by outgoing Defense Secretary Hermogenes Ebdane Jr. and Executive Secretary Eduardo Ermita.

Lt. Gen. Hermogenes Esperon, the new Armed Forces chief of staff, on Friday vowed to crush the communist rebellion during his term. Esperon, former Army chief, became the AFP’s 35th chief of staff. He replaced Gen. Generoso Senga, who retired Friday. He said he would lead efforts to foil attempts to vilify the AFP as an institution. The government has a two-year plan to defeat the communist New People’s Army.
