Justice Secretary Raul Gonzalez listed the bandit group Abu Sayyaf, the Communist Party of the Philippines (CPP) and its armed wing, the New People's Army (NPA), among the groups being considered for inclusion in the terror list to be drawn up under the Human Security Act (HSA), said Tuesday. The outspoken Gonzalez also said he has already asked the Supreme Court to assign special courts to handle cases against suspected terrorists and terrorist organizations.

News sources today reported that the ruling of Makati trial court Judge Benjamin Pozon for convicted US Marine Daniel Smith to remain at the Makati City Jail “reflects a misunderstanding of Philippine obligations under the terms of the Visiting Forces Agreement (VFA) during judicial proceedings,” the United States embassy said Wednesday. The embassy statement, issued a few hours after Pozon’s ruling, reiterated the American position that Smith, being a member of the US military, should remain in US custody pending final judicial proceedings -- including the appeal of the 40-year sentence on Smith for raping a Filipina last year -- of the case.

The Department of Justice (DOJ) has declared the 2005 gunslaying of the Ilocos secretary general of the militant party-list group Bayan Muna solved, the victim’s wife said. Elvie Sanchez, wife of slain Bayan Muna regional leader Romy Sanchez, said she has received a letter from Justice Secretary Raul Gonzalez saying the killing was solved with the alleged gunman identified and a warrant of arrest issued against him. "We are not convinced with the letter. They (DOJ) only want to clear the military, which we believe is behind the death of my husband. The killing of Romy (had) the same pattern as that applied by the military to other militant leaders," she said.
