The EPCC NEWS based in Los Angeles learned through media sources in Manila that the United States has allocated $67 million (about P3.1 billion) for all eligible Filipino veterans of World War II whose claims for compensation were turned down and successfully appealed, it was learned Monday. House Resolution 4899, or the Supplemental Appropriations Act, included a provision for the Filipino Veterans Equity Compensation Program. On July 29, 2010, US President Barack Obama signed HR 4899 into law. Most veterans' claims have been decided and continue to be paid with the $198 million in original funding.

Social Welfare Secretary Corazon “Dinky” Soliman, who used to hold the position during the time of former President and now Pampanga Rep. Arroyo, said she is willing to face the probe. The P1.4-billion earnings from the secondary sale of the bonds was alleged to have ended in the Peace Foundation she headed.
US SENATE REPLENISHES LUMP SUM FUNDS FOR FILVETS (tags)
The US Senate has voted to use part of the savings from federal construction projects to replenish the nearly-depleted Filipino Veterans Equity Fund. The Senate voted 60-35 to use $67 million out of an estimated $103 million in savings allocated to the Department of Veterans Affairs to help the aging Filipino veterans. President Obama signed last year a Congress bill that set aside $198 million from the economic stimulus fund for the Filipino veterans. That amount was computed on the assumption that only 18,000 Filipino World War II veterans were left in the US and the Philippines. The fund would pay $15,000 for Filipino veterans living in the US, and $9,000 for those living in the Philippines.

In a press conference held on Monday June 2, U.S. Defense Secretary Robert Gates has said the U.S. military’s partnership with the Armed Forces of the Philippines (AFP) can be used as a model in fighting terrorism worldwide. Gates made the statement during his visit to Manila for a high level meeting with his Philippine counterpart - Department of National Defense (DND) Secretary Gilbert Teodoro. Clearly this was a vote of confidence on the Arroyo regime's on-going war against legitimate people's movements in the Philippines from a key member of the Obama Team himself. Emboldened by Gate's statement and promise of continuing military assistance from the United States, on June 3, against the backdrop of worsening economic crisis, of intensifying political killings and forced disappearances and escalating military conflict in Southern Philippines - in a brazen act of indifference and cowardice - the Arroyo controlled congress passed House Resolution 1109 which turned the lower house into a constituent assembly. This will make it possible for the U.S.- Arroyo regime to tinker with the 1987 constitution to further tighten and continue their stranglehold on the country and its people.

"During the Marcos dictatorship, the New People's Army in Samar alone thrived while fighting against government troops numbering more than twice the present military deployment in the island. The revolutionary movement today is far stronger than it was more than twenty years ago and is fast expanding in Samar and Leyte. The real reason for additional troops is to put down protests against impending charter change and to ensure by armed force that Gloria Arroyo will remain in power beyond 2010. More troops will mean more political killings and other human rights violations."
