Unraveling The Card Check Debate (tags)

Sometimes in politics a particular issue strikes at the core of deeper social-economic forces. Card Check - properly named The Employee Free Choice Act (EFCA)- is such an issue. EFCA, if implemented as proposed, would allow workers at any work place to join a union simply by having the majority of employees sign union authorization cards. The current law mandates that there be a secret ballot election one month after the requisite number of signed cards are submitted. This one-month period allows employers to mount campaigns to discourage employees from voting for a union, often using conscious distortions and intimidation as tactics. EFCA would prohibit newly unionized workers from striking for two years to gain a first contract. Moreover, if a first contract has not been negotiated within the first three months, a Federal Mediator can step in and impose a contract. Currently, employers who are compelled to recognize a union do not have to concede to a negotiated contract at all; and if, after one year a contract has not been negotiated, the union can be subjected to a vote of decertification, which is often the case.

Following in the Democrats' footsteps, the AFL-CIO labor bureaucrats called a demo for "No Blank Check for Wall Street." Yet no amount of regulation will stop the boom-bust cycle of capitalism. Meanwhile unemployment lines are growing and a million families were thrown out of their homes by bank foreclosures in the last year. While the fat cats, Democrats and bureaucrats are all going for the Bush bailout to prop up U.S. capitalism, revolutionary Marxists oppose this trillion-dollar giveaway to the Wall Street speculators, calling instead for a program of transitional demands leading to the expropriation of the banks and the entire bourgeoisie through workers revolution.

What did not change at all was the popular-front character of the new outfit, tying it to the bourgeois parties despite the fig leaf of electoral “independence.” Making this utterly clear, it was decided not to call a national antiwar mobilization prior to the November elections explicitly in order to court those forces who wish to aid the Democrats (and therefore want to avoid making problems for the presumptive Democratic nominee, Barack Obama). Italy saw opportunity and declared itself the replacement, promising 2000 troops; France, not to be outdone, reasserted leadership responsibilities, but with 2000 troops this time; Italy was then, thanks to its charitableness, awarded France’s old job as head of UNISFL. After all this, the seesawing attitude of the rest of Europe continues. These governments are demanding more definitive ‘rules of engagement’; they’re curious about the prospects of actual fighting, and are rightfully scared of being viewed as a foreign occupier in Hezbollahland. Bush is intent on seeing that his backfired war-effort is partially salvaged, and has insisted that Europe “hurry up” with military aide, since the U.S. has none to spare. It may be prudent to examine why Europe— who views Israel and the U.S. with apt distrust— is both eager and terrified to help them pursue their interests. Note: a working assumption will be that ‘humanitarian reasons’ is a sophistic answer, meant to lure citizens into obedience.

On May 2nd politicians from both parties gave a wealth of interviews and speeches that clarified their positions: nothing had changed. In fact, many had remarked that the protest had a ‘backlash effect’, hardening and inflaming the already conservative opinions of Republicans, while dulling the already flimsy stance of Democrats. Trent Lott, in speaking for many on the right, implied that a massive deportation sweep during the protests would have been appropriate, given that “we had ‘em all in a bunch”. On the other side of the isle, Diane Feinstein gave a more passive response to the protests, representing the unaffected character of most Democrats to the millions who appeared in the streets; the passionate outcry from the masses was referred to as ‘counterproductive’, since protesting does not “changes votes on the floor of the senate”— the latter point is certainly true, becoming more obvious as pro-immigration and anti-war protests continue to draw millions, but fall onto deaf ears in Congress. Demonstrations, boycotts, protests, or any other indication of public opinion has proven unable to sway the actions of either party. The façade of the two-party system is unveiling itself with impressive speed as social tensions near the boiling point.
