Most of the country believes either that New Orleans has been rebuilt, or that, if not, it’s because people here are lazy and/or corrupt and wasted the nation’s generous assistance. But New Orleans is still a city in crisis. The oft-promised aid, whether from FEMA or various federal and private agencies, has not arrived.
