4. 1. Adopt a Resolution placing the attached measure to adopt an ordinance prohibiting sitting on commercial sidewalks on the ballot for the November 6, 2012 General Municipal Election.

5. 2. Determine whether to designate, by motion, specific members of the Council to file ballot measure arguments on this measure as provided for in Elections Code Section 9282.
