Obama  announced the US action while on the first leg of the  Latin American tour.  He said the US-NATO attacks was a response to Libyan Omar Gaddafi's attack against his people. <br><br> The Alliance said: &ldquo; the attack  was a veiled but a dire warning that the US can attack anyone with impunity. <br><br> The Obama&rsquo;s  assurance that &ldquo;US troops will not be deployed on the ground for military action.&rdquo;should not be taken seriously.
