Our Plan<\/b><\/p>\r\n
We believe our goals for the next\r\n 16 months should be focused on building multi-ethnic,\r\n multi-constituent, broad-based grassroots immigrant rights movements\r\n across the country-especially in the southern states and the rural\r\n communities. We envision this as a de-centralized volunteer-based\r\n community-rooted immigrant rights movement with youth, women,\r\n workers and community members playing a more active role on campaign\r\n formulation and decision making processes to shape and lead the\r\n movement.<\/b><\/p>\r\n
Politically, we should focus LESS on\r\n Congressional legislation for the next two years, and focus MORE on\r\n building local coalitions, useful resources, and community-based\r\n education campaigns, such as: “know your rights” training, and\r\n local immigrant campaigns that will directly benefit communities,\r\n such as: counter-raids, detention & deportation support networks\r\n with useful resources; immigrant labor rights campaigns; campaign\r\n against local anti-immigrant ordinances; and linking the immigrant\r\n rights movement with other struggles, such as: war in Iraq and\r\n globalization.<\/b><\/p>\r\n
Based on the feedback from our members and\r\n allies we had formulated our 2007-2008 Strategic Immigrant Campaign\r\n Strategy during our July 27-29 National Grassroots Immigrant\r\n Strategy Conference in Richmond, VA. This is a non-binding\r\n resolution, that will only provide you a menu of suggested actions\r\n that can guide and encourage your local organization to discuss and\r\n choose which action(s) you would like to focus on in order to\r\n organize with us:<\/b><\/p>\r\n \r\n
1.\r\n Pressure Political Candidates at 2008 Elections<?xml:namespace\r\n prefix = o ns = \"urn:schemas-microsoft-com:office:office\"\r\n \/>\r\n \r\n <\/u><\/strong><\/span><\/p>\r\n We\r\n will call for major immigrant mobilization during the Democratic\r\n National Convention in <?xml:namespace prefix = st1 ns = \"urn:schemas-microsoft-com:office:smarttags\"\r\n \/>\r\n Denver\r\n , \r\n CO\r\n at the end of August 2008, and the Republican National Convention\r\n during the 2008 Labor Day weekend in \r\n \r\n Twin City\r\n , \r\n MN\r\n \r\n .\r\n \r\n <\/span><\/p>\r\n \r\n \r\n <\/span><\/p>\r\n In\r\n addition, we also encourage you to consider the following actions: \r\n \r\n <\/span><\/p>\r\n \r\n - A\r\n year-long national and local campaign to pressure political\r\n candidates who vote against immigrant rights and pressure\r\n candidates to take a firm stand on supporting immigrant rights.\r\n Beginning January 2008, we will encourage local immigrant\r\n organizations to organize diverse actions (such as: marches,\r\n press conferences and town hall meetings to invite candidates)\r\n during local primaries that will happen in their states. \r\n \r\n <\/span>\r\n <\/li>
- Endorse\r\n and\/or run our own pro-immigrant candidates.\r\n \r\n <\/span><\/li>\r\n <\/ol>\r\n
\r\n \r\n <\/span><\/p>\r\n \r\n \r\n <\/span><\/p>\r\n 2.\r\n Link<\/u><\/strong><\/span>\r\n <\/span>Immigrant\r\n Rights Movements with Other Struggles, and Building a Multi-ethnic,\r\n Multi-constituent-based Immigrant Rights Movement<\/strong><\/span><\/u>\r\n \r\n <\/span><\/p>\r\n We\r\n need to link immigrant rights struggles with other diverse struggles\r\n to build mutual supports including gender and youth perspectives,\r\n such as: war in Iraq\/Afghanistan, health care, worker’s rights,\r\n Katrina aftermath, environment, globalization and understanding that\r\n an injury to one, is <\/span>an\r\n injury to all!\r\n \r\n <\/span><\/p>\r\n \r\n \r\n <\/span><\/p>\r\n Immigrant\r\n rights movements should include immigrant communities from Asia,\r\n Africa, Latin America, and \r\n Europe\r\n , with different religious background and issues: such as youth,\r\n LGBTQ, elder, women and disabled persons. In addition, an education\r\n campaign on issues that impact immigrant women specifically such as:\r\n \r\n <\/span><\/p>\r\n \r\n - Legal\r\n system: <\/span>prejudices\r\n and treatment of immigrant women \r\n \r\n <\/span>\r\n <\/li>
- Health\r\n benefits: <\/span>the\r\n barriers faced by immigrant women in accessing health and\r\n reproductive health services. \r\n \r\n <\/span>\r\n <\/li>
- Violence\r\n Against Women Act and domestic violence and violence issues\r\n particular to the situation of immigrant women.\r\n \r\n <\/span><\/li>\r\n <\/ol>\r\n
\r\n \r\n <\/span><\/p>\r\n Furthermore,\r\n the immigrant rights movement has a tactical need to link the \r\n <\/span>\r\n U.S.\r\n war in \r\n \r\n Iraq\r\n \r\n and government oppression against immigrants\r\n \r\n <\/span><\/p>\r\n \r\n - To\r\n have the youth immigration movement and the counter recruitment\r\n movement work together to create a unified force. \r\n \r\n <\/span>\r\n <\/li>
- The\r\n need to forge stronger links between antiwar, immigration and\r\n migrant worker movements to make connections and bring the\r\n largest amount of pressure on the “empire” or powers that\r\n be.\r\n \r\n <\/span><\/li>\r\n <\/ol>\r\n
\r\n <\/strong>\r\n <\/span><\/p>\r\n \r\n \r\n <\/span><\/p>\r\n 3. Campaign\r\n against Raids, Detention & Deportation; and Support National\r\n Sanctuary Movement<\/u>\r\n \r\n <\/strong><\/span><\/p>\r\n We\r\n support:\r\n \r\n <\/span><\/p>\r\n a.\r\n The National Sanctuary Movement, organized by the National\r\n Interfaith Workers Justice, and campaigns \r\n <\/span>for cities to declare themselves immigrant sanctuaries. \r\n \r\n <\/span><\/p>\r\n b.\r\n Community-based rapid response networks against raids on immigrants\r\n in their homes, and places of <\/span>employment.\r\n \r\n \r\n <\/span><\/p>\r\n c.\r\n National toll-free multi-lingual immigrant support hotlines. \r\n \r\n <\/span><\/p>\r\n d.\r\n Know your rights and anti-raids education campaigns. \r\n \r\n <\/span><\/p>\r\n e.\r\n A campaign and petition demanding the Bush Administration to issue\r\n an Executive Order to end the raids. \r\n <\/span>\r\n \r\n <\/span><\/p>\r\n f.\r\n Story collection campaigns of those who have actually experienced an\r\n immigration raid. \r\n \r\n <\/span><\/p>\r\n g.\r\n Establishing a link to the African American community to draw\r\n parallels with the African American community’s experience with\r\n the KKK.\r\n \r\n <\/span><\/p>\r\n \r\n \r\n <\/span><\/p>\r\n \r\n \r\n <\/span><\/p>\r\n 4.\r\n Support Immigrant Labor Campaigns and \r\n \r\n Day\r\n \r\n Labor\r\n \r\n Centers\r\n \r\n <\/u>\r\n \r\n <\/strong><\/span><\/p>\r\n It\r\n is always critical that we should closely work with labor\r\n organizations, unions and day labor centers to support their\r\n campaigns. NISN will provide membership with talking points\r\n highlighting immigrant labor struggles to be used to write letters\r\n to editors, activists, communities and elected officials.\r\n \r\n <\/span><\/p>\r\n \r\n \r\n <\/span><\/p>\r\n In\r\n addition, we endorse the United Food and Commercial Workers Union (UFCW)\r\n Justic@Smithfield Campaign, and their call for:\r\n \r\n <\/span><\/p>\r\n \r\n - August\r\n 29th \r\n Smithfield\r\n stock holders action at \r\n \r\n Williamsburg\r\n \r\n , V.A. \r\n \r\n <\/span>\r\n <\/li>
- Promote\r\n strategy of mass actions, strikes and work stoppages as central\r\n to the battle in \r\n \r\n Tarheal\r\n , \r\n N.C.\r\n \r\n \r\n \r\n <\/span><\/li>\r\n <\/ol>\r\n
\r\n \r\n <\/span><\/p>\r\n \r\n \r\n <\/span><\/p>\r\n 5.\r\n No to the Border Fence and Militarization of the Border<\/u>\r\n \r\n <\/strong><\/span><\/p>\r\n We\r\n will support immigrant and human rights organizations along \r\n \r\n border states\r\n \r\n on their campaigns against: \r\n \r\n <\/span><\/p>\r\n \r\n - Any\r\n funding to expand the U.S.-border fencel. \r\n \r\n <\/span>\r\n <\/li>
- Funding\r\n to increase the number of border agents.\r\n \r\n <\/span><\/li>\r\n <\/ol>\r\n
\r\n \r\n <\/span><\/p>\r\n We\r\n will support immigrant and human rights organizations along \r\n \r\n border states\r\n \r\n on their campaigns supporting\r\n \r\n <\/span><\/p>\r\n \r\n - Opposition\r\n to the Minute Men.\r\n \r\n <\/span><\/li>\r\n <\/ol>\r\n
\r\n \r\n <\/span><\/p>\r\n \r\n \r\n <\/span><\/p>\r\n 6.\r\n Strategic Resources for the Immigrant Activists<\/u>\r\n \r\n <\/strong><\/span><\/p>\r\n The\r\n National Immigrant Solidarity Network will work with different\r\n organizations on a joint-collaboration to build strategic resources\r\n for the immigrant activists which includes: a new wikipedia-style\r\n webpage for the immigrant rights community, Mapping technologies,\r\n and \"youtube\"-style video sharing system (http:\/\/www.ImmigrantVideo.net);\r\n expanding our monthly \"NISN Immigrant Alert\" newsletter\r\n circulation, \"know Your Immigrant Rights\" Palm Card\r\n Series, and national immigrant support hotlines.\r\n \r\n <\/span><\/p>\r\n \r\n \r\n <\/span><\/p>\r\n Other\r\n suggestions include:\r\n \r\n <\/strong><\/span><\/i><\/p>\r\n \r\n - Utilize\r\n local independent media centers, alternative media and public\r\n access to spread immigrant rights messages. \r\n \r\n <\/span>\r\n <\/li>
- NISN\r\n to unite nationwide speaker’s bureau to target different\r\n multi-ethnic, interfaith communities that have leadership and\r\n laity to take a stand on immigration as a justice issue and to\r\n make faith communities accountable.\r\n \r\n <\/span><\/li>\r\n <\/ol>\r\n
\r\n \r\n <\/span><\/p>\r\n \r\n \r\n <\/span><\/p>\r\n 7.\r\n Support Local Grassroots Immigrant Campaigns<\/u>\r\n \r\n <\/strong><\/span><\/p>\r\n A\r\n true immigrant rights\/civil rights\/human rights movement should be\r\n developed upon mutual understanding, trust and honest exchange of\r\n ideas, and an agreement to have an equal partnership in order to\r\n work together.\r\n \r\n <\/span><\/p>\r\n \r\n \r\n <\/span><\/p>\r\n Since\r\n our conference was held in \r\n \r\n Virginia\r\n \r\n , we support building a Virginia-based immigrant solidarity movement\r\n by:\r\n \r\n <\/span><\/p>\r\n a.<\/span> \r\n <\/span>Forming\r\n a V.A. regional network of contacts to support the \r\n Woodbridge\r\n March in September and \r\n \r\n Smithfield\r\n \r\n meeting.\r\n \r\n <\/span><\/p>\r\n b.<\/span> \r\n <\/span>Organizing\r\n a tour of \r\n Virginia\r\n in order forge relationships amongst people living and working in\r\n and around the \r\n \r\n Virginia\r\n \r\n area \r\n \r\n <\/span><\/p>\r\n c.<\/span> \r\n <\/span>Building\r\n a Virginia-based immigrant sanctuary movement\r\n \r\n <\/span><\/p>\r\n \r\n \r\n <\/span><\/p>\r\n We\r\n also support the immigrant rights struggles at Virginia’s Prince\r\n William County, called by the Mexicanos Sin Fronteras (MSF) and\r\n Woodbridge Workers Committee (WWC), which includes their call for a:\r\n \r\n <\/span><\/p>\r\n \r\n - Massive\r\n March on September 2nd. \r\n \r\n <\/span>\r\n <\/li>
- One\r\n day work stoppage on October 9th\r\n \r\n <\/span><\/li>\r\n <\/ol>\r\n
\r\n \r\n <\/span><\/p>\r\n \r\n \r\n <\/span><\/p>\r\n 8.\r\n Supports Education Opportunities for Immigrant Youths\r\n \r\n <\/u><\/strong><\/span><\/p>\r\n We\r\n support the <\/span>DREAM Act\r\n without military recruitment, or alternatives to the DREAM Act that\r\n will guarantee legalization, vocational training, healthcare access\r\n and education for all immigrant youths.\r\n \r\n <\/span><\/p>\r\n \r\n \r\n <\/span><\/p>\r\n \r\n \r\n <\/span><\/p>\r\n 9. \r\n <\/span>Immigrant Legislation<\/u>\r\n \r\n <\/strong><\/span><\/p>\r\n We\r\n will continue to demand legislation that provides a full and\r\n immediate legalization for all, and pressure government at all\r\n levels not to support any anti-immigrant legislation. We are against\r\n guest worker programs, and against any future immigrant legislation\r\n that will benefit only certain groups of immigrants while against\r\n the others (such as: the point system), we consider this divisive\r\n and we only support legislation that will benefit all immigrants.\r\n \r\n <\/span><\/p>\r\n \r\n \r\n <\/span><\/p>\r\n We\r\n also support family reunification legislation, such as:\r\n reinstatement of section 245(i) of the \r\n <\/span>Immigration and Nationality Act,which allows people to become\r\n documented while residing in the \r\n U.S.\r\n despite entering the \r\n \r\n U.S.\r\n \r\n as an undocumented person. \r\n \r\n <\/span><\/p>\r\n \r\n \r\n <\/span><\/p>\r\n \r\n \r\n <\/span><\/p>\r\n 10.\r\n Diverse Tactics for Immigrant Rights Campaign<\/u>\r\n \r\n <\/strong><\/span><\/p>\r\n We\r\n support the diverse tactics and strategies to build our immigrant\r\n rights movements from different organizations, including:\r\n \r\n <\/span><\/p>\r\n \r\n - To\r\n oppose the Security of Prosperity Partnership in \r\n \r\n Quebec\r\n , \r\n Canada\r\n \r\n on August 20 as a means of opposing the militarization of the\r\n borders. \r\n \r\n <\/span>\r\n <\/li>
- Creating\r\n our own media movements and support or promote\/run our own\r\n candidates who share our values.\r\n \r\n <\/span><\/li>\r\n <\/ol>\r\n
\r\n \r\n <\/span><\/p>\r\n As\r\n much as possible, our tactics should be tied to mass actions uniting\r\n the different movements as an alternative to the policies of the\r\n Democratic-Republican parties (such as May Day 2008).<\/span><\/p>\r\n <\/p>\r\n
