Among them it reiterates the possibility to begin the trials foreseen in the Title III of the Law Helms-Burton for some countries selectively - for the used language it seems that they feint with beginning with Venezuela but nobody knows what will happen once they uncover the Box of Pandora- and he announces that they will "apply vigorously" the Title IV " focusing their application especially” in fact in those sectors where they are more involved the Europeans.

When in 1996 United States it promulgated the Law Helms-Burton there were protests in Europe. They qualified the North American text as extraterritorial and contrary to the relative norms to the international trade. But they didn't condemn their character genocidist and interventionist, neither their purpose of putting an end to the independence and sovereignty of Cuba and of subjecting it to a servitude régime and it completes dominance.

To European Union nothing else bothered her some aspects of that Law that affected their own interests. For that reason she only protested for the Titles III and IV of the legislative clown.

The first grant a totally illegal authority to the North American tribunals to undertake trials, starting from reclamations presented by suppositions former owners of properties nationalized by the Revolution, against any person that uses them now in any way, and the other one denies entrance visas to United States to those who invest in Cuba, prohibition that they also extend their spouses and children and of which they have already been object people of diverse nationalities.

On the rest, the most serious and extensive part in the document, Europe didn't emit sound some. Of those chapters she didn't speak simply because the European governments, in a way or other, they were accomplices of the political ant Cubans of Washington.

They were forced to criticize the Law partially for the pressure of the public opinion and mainly for that of the managers of the Old Continent whose economic and commercial bonds with Cuba, entirely legitimate, they face the government's from United States sanctions illegal and coarse threats.

European Union presented an official demand then against Washington before the World Organization of Trade. Who revises the ago ten year-old press will find hundreds of articles, declarations and information’s easily on that demand. Some spoke of a commercial imminent war. It seemed that will finish the world.

But the press also reported daily the frequent meetings of the representatives of both parts: Stuart Eizenstat and León Britan. When the first one didn't visit to the other one in Brussels, this he moved to find it in Washington. Their invitations were reflected in the informative means almost with the same interest with which they try to the most notorious couples in the cajolement.

Finally they agreed and they announced it to drummer and plate: European Union retired its demand before OMC and she also declared that it would continue supporting the North American intents to subvert to the Cuban society. On the other hand the Administration in Washington would not use against her the mentioned titles III and IV and she committed to negotiate before its Parliament the necessary amendments to modify to that respect the Law Helms-Burton.

The North American offer was, by the way, ridiculous. The substance of the Title III are the threat of beginning cases before their federal tribunals whose number could be of such a magnitude that it would scandalize the judicial system as he noticed the North American own government on time. It is for that reason and not for any other one that the same Law Helms-Burton gave the authority to the president to suspend for six months the right to promote such processes, something that Clinton made from the instant that promulgated the Law -a lot before the first European groan- and that it continued making him, him and Bush, and they have already made it twenty times. United States "gave" Europe what had been given already to itself, and for its own interest, from the first day.

In other words, after so much din, Europe was satisfied with an insipid promise and to change she was the only one that acted and to make what they ordered her exactly.

Ten years have passed. Neither the administration Clinton neither that of Bush in any moment, in any way, direct or indirect, has made management some to complete what they had promised solemnly. They have not even tried to simulate it. Simply they didn't make anything. Absolutely anything.

And they didn't make it because their speaker neither remembered the supposed commitment. Europe allowed to lapse ten years without blinking although Washington didn't complete its promise. Worse still. She never reacted, during that period, when the North Americans punished arbitrarily to European companies to the help of a Law that continues intact. Europe, in deep still, slept.

Why should it respect their commitment United States if he knows that it can always have the services of obedient, disciplined European Union?

Plus still, every time that considers it opportune, the North American government appreciates the European cooperation openly in the realization of his plans ant Cubans. So generous and disinterested cooperation that has not been affected by the repeated violations to their sovereignty and the rights of their companies and their citizens. Anything perturbs their serene dream.

It arrived the month of May of the 2004. With great fanfare Bush put in vigor his Plan in the one that, in faithful observance of the Law Helms-Burton, describes until the detail the genocide that imagines she will be able to carry out with Cuba and the Cubans. The Plan Bush also contains new measures for harding the economic war that imposes us.

And among those measures there are many specifically referred to other countries that include the members of European Union. Neither a word of modifying the Law Helms-Burton. Many -almost 500 pages- to repeat until the fatigue that they will impose it with all rudeness. Among other numerous actions Bush threatened to allow the trials foreseen in the Title III and he announced the reinforcement of the bureaucratic apparatus in charge of executing the sanctions that it contemplates the IV.

Other two complete years passed. We arrive to July of the 2006. European Union keeps silent. No Chancellery has whispered at least a word.

Up to now nobody in Europe has been given for informed.

To request them that they condemn the secret plan to attack to the Revolution, the new and even crueler restrictions to the Cuban families, the idiots and criminal prohibitions against their Churches, the shameless intents to tunnel the Operation Miracle and the services of health that save the life of millions, would be, surely, to request them too much.

But is it maybe it to suggest them that they defend the interests of their own citizens? To remind them, with the due respect, that paper that the gentleman subscribed Britan with his inseparable friend? Probably be not worthwhile.

Maybe be more practical not to perturb the Beautiful Sleeper's dream.

In that of making a pact with the Fascists, of leaving them the free hands, there is enough experience beyond Atlantic. But there is also her, painfully, of the consequences. They are not few, for luck who they still remember to Munich and Chamberlain and their umbrella and all the horror that came later.

http://www.granma.cu/espanol/2006/julio/mar18/elmein.html

Sencillamente no hicieron nada. Absolutamente nada.

http://www.granma.cu/espanol/2006/julio/mar18/elmein.html

          (English)
10 DE JULY OF 2006 Bush approved “additional measures” against Cuba some of which point directly to those who trade with the Island or they have investments here.
