Schell on the Kerry Mandate\r\nDate: Fri, 30 Jul 2004 15:36:28 -0400\r\n\r\n\r\n\ufeff\r\nFriends:\r\n\r\n\r\n\r\nReferring to Kerry\u2019s support for a continuation of the Iraq war,\r\nSchell is properly worried that the Democrats \u201cby suffocating\r\ntheir own passion, they may lose the energy that brought them this\r\nfar.\u201d And if such an outcome should materialize, to what extent\r\nwould U.S. support for Israel be responsible?\r\n\r\n\r\n\r\nWhy is so difficult for Kerry to say, as Nader does, that if elected\r\nhe will set a near term date for an end to the U.S. military\r\noccupation of Iraq? The Republicans demand permanent military bases\r\nin Iraq, open economic borders and Iraqi support for Israel. The\r\nDemocrats require only the last one.\r\n\r\n\r\n\r\nAny government that comes to power in Iraq will not be tolerated by\r\nthe U.S. unless it expressly rides roughshod over the will of 80% of\r\nits people (the Kurds excluded) and totally supports Israel. Thus\r\nsupport for Israel is a prescription for endless war as long as the\r\nIraqi people can hold out, or they can force the U.S. to leave. If\r\nKerry wins, Democrats will be in the terrible position of supporting\r\nthe continued occupation of Iraq.\r\n\r\n\r\n\r\nIt\u2019s a testament to the power of the taboo on discussion that\r\nmight cast Israel in a negative light that Jonathan Schell dares not\r\npoint to the reason Kerry cast his vote for war in the first place\r\n(along with Hillary Clinton, Feinstein and others) and continues to\r\nsupport it.\r\n\r\n\r\n\r\n--Ronald Bleier\r\n\r\n\r\n\r\n----- Original Message -----\r\nFrom: Tomeditor@a...\r\nTo: Nangarr@a...\r\nSent: Friday, July 30, 2004 2:20 PM\r\nSubject: Tomgram: Jonathan Schell on the Kerry Mandate\r\n\r\n\r\nRemember the pundits who swore that sides were so set in this\r\nelection, political minds so made up that Kerry would be lucky for\r\nthe tiniest "convention bounce"? Well, perhaps this is the year to\r\nignore much of the punditry that rules our media lives. (When you\r\nsee that chipmunk grin of George Stephanopoulis, just grab your\r\nzapper and go looking for Seinfeld reruns.) After all, if a year\r\nago, you had claimed that on July 30, 2004, the Democrats would\r\nemerge from their convention as an energized, "unified" party ready\r\nto roll, who would have believed you? For two months now, there's\r\nbeen extraordinary anxiety over (and so news value in) the "dead\r\nheat" horse race of the election, and then the other day\r\nhttp:\/\/www.washingtonpost.com\/wp-dyn\/articles\/A16026-2004Jul26.html\r\na Washington Post\/ABC poll seemed to show Kerry slipping. Panic!\r\n\r\nBut, as this convention ends, it's important to put the present into\r\nsome modest perspective. Go back to, say, the "mission\r\naccomplished" moment, or any time in the six months thereafter, and\r\nif I had told you that, at the time of the Democratic Convention,\r\nJohn Kerry and George Bush would be running neck and neck in the\r\npolls, 19 out of any 20 pundits and news analysts (not to speak of\r\nDemocratic Party officials) would have laughed in your face and the\r\ntenth would probably have been working for Tricycle magazine, the\r\nBuddhist publication.\r\n\r\nYet even before last night, a convention bump,\r\nhttp:\/\/www.zogby.com\/news\/ReadNews848.html according the latest\r\nZogby poll, was evidently in the works. Kerry, previously in\r\nthat "dead-heat" or "losing ground to Bush," was said to hold a five-\r\npoint lead even before he delivered his zinger of an acceptance\r\nspeech. (http:\/\/www.washingtonpost.com\/wp-dyn\/articles\/A25678-\r\n2004Jul29.html Best lines: "I will be a commander in chief who will\r\nnever mislead us into war. I will have a vice president who will not\r\nconduct secret meetings with polluters to rewrite our environmental\r\nlaws. I will have a secretary of defense who will listen to the best\r\nadvice of the military leaders. And I will appoint an attorney\r\ngeneral who will uphold the Constitution of the United States.") It\r\ncertainly helped that the same pundits had set the media bar for\r\nKerry's speechmaking abilities underground where the living dead\r\nreside. And it helped that the Republican "July surprise" -- the\r\nsudden announcement of the arrest of an HVT (high value al-Qaeda\r\ntarget) in Pakistan some days earlier\r\nhttp:\/\/warincontext.org\/2004_07_25_archive.html#109089611206045515\r\njust as the New Republic had predicted weeks before -- hardly seemed\r\nto dent the Democrats' moment. But amid the celebrations of the\r\nspeech and the polls of the passing second, there is perhaps reason\r\nto take a deep counter-celebratory breath.\r\n\r\nWith his acceptance speech last night John Kerry effectively sealed\r\nwhat I called, in a recent report from the convention, the\r\nDemocrats' http:\/\/www.tomdispatch.com\/index.mhtml?pid=1634 "front-\r\nroom deal." As the post-speech Convention stage indicated, there\r\nwasn't a Democrat in the house who wasn't "unified." Everyone from\r\nDennis Kucinich to Joe Lieberman was on board (and note, by the way,\r\nthat the final night was distinctly the night of the hawks). Though\r\nthe delegates at the convention were clearly anti-the Iraq War and\r\neager to end it in a way John Kerry isn't -- as everyone I met on\r\nthe Convention floor had no hesitation to tell me (or other\r\nreporters either) -- they had with forethought set the issue aside\r\nin favor of defeating George Bush, and so rose countless times with,\r\nI believe, genuine enthusiasm to applaud a nominee whose only\r\nsignificant comment on any war ("As president, I will wage this war\r\nwith the lessons I learned in war\u2026") was an implicit pledge to\r\ncontinue waging it.\r\n\r\nTwo nights before, the anti-war candidate who sparked it all,\r\nhttp:\/\/www.nytimes.com\/2004\/07\/26\/politics\/campaign\/26TEXT-\r\nSPEECHES.html Howard Dean had pledged fealty ("I may not be the\r\nnominee, but I can tell you this: For the next 100 days, I'll be\r\ndoing everything that I can to make sure that John Kerry and John\r\nEdwards take this country back for the people who built it\u2026") and\r\nin his speech devoted exactly one half of one mild line to the war\r\n("\u2026a foreign policy that relies on the president of the United\r\nStates telling the truth to the American people before we send our\r\nbrave soldiers to fight in a foreign war."); while Dennis Kucinich,\r\nthe only antiwar candidate to stay the course almost to the end, did\r\nthe same. And they weren't exactly alone. Though there was a fair\r\namount of media discussion of the way Kerry's people had "edited"\r\nalmost all the speeches to keep "Bush bashing" and "anti-war talk"\r\nto a minimum, don't be fooled: This wasn't simply a Kerry-enforced\r\nmandate. The delegates were in on it, and the Democratic primary\r\nvoters were actually the ones who initiated it at a time when John\r\nKerry had just mortgaged his house and was incapable of mandating\r\nanything whatsoever.\r\n\r\nRepublicans aside, only one key group wasn't on board last night --\r\nbut they may be the crucial group, given the subject that has made a\r\nKerry candidacy possible. Before Democratic voters ever created the\r\nKerry Mandate, this group made it possible and yet none of them\r\nspoke on any of the four Convention nights or pledged fealty to\r\nKerry or any other candidate. None of them were, in fact, within\r\nmany thousands of miles of the Fleet Center. They weren't the ghost\r\ndetainees, but the ghostly undetained of this convention. Because\r\nthe Bush administration couldn't shut them down or somehow turn them\r\noff, torture them away, or crush their ragtag resistance, they\r\ncreated the vulnerable Bush presidency which made the Kerry Mandate\r\npossible. They are the various shades and factions of Iraqi\r\nresisters and insurgents, former Baathists and new-made Islamists,\r\nangry farmers, outraged city dwellers, not to speak of common thugs\r\nand bandits -- in short, the Iraqi resistance and Iraqi chaos all\r\nrolled into one that has come to replace "mission accomplished."\r\n\r\nYesterday, as a shower of mortars onto American bases (and a further\r\ntrickle of American war dead) indicated, as the horrific car bombing\r\nin Baquba showed (with its great gash of Iraqi dead), as more\r\nkidnappings and beheadings of truckers made clear, whomever they may\r\nbe, they are rushing toward November 2 and beyond, no less energized\r\nthan Democrats or Republicans and no less determined.\r\n\r\nHere are a few lines I noticed deep into a Khalid al-Ansary and Ian\r\nFisher Iraq piece in the New York Times yesterday\r\n(http:\/\/www.nytimes.com\/2004\/07\/29\/international\/middleeast\/29iraq.ht\r\nml?ex=1092139693&ei=1&en=ff760f6df216218b "70Are Killed By Car\r\nBomber In an Iraqi City")\r\n\r\n"In downtown Baghdad, one person was reported killed and several\r\nwounded when a projectile struck a residential street alley near\r\nHaifa Street, the site of several recent police raids and\r\nfirefights. Two cars were blackened and burnt in the alley. An\r\nangry crowd gathered at the site, and before chasing away a group of\r\nWestern reporters and firing a shot over their heads, one resident\r\nsaid an American Apache helicopter had fired on the street. An\r\nAmerican military spokesman, however, said he was unaware of any\r\nsuch attack. Insurgents often fire rockets and mortars in Baghdad,\r\nmany of which miss their targets and hit residential areas."\r\n\r\nImagine, this is the capital of "our" Iraq where just yesterday in\r\nthe Green Zone (yes, it's still there and we're still locked\r\ninside),\r\nhttp:\/\/www.nytimes.com\/2004\/07\/29\/international\/middleeast\/30IRAQ.htm\r\nl?ex=1092192544&ei=1&en=5e7b1f35fcb2e416 according to Fisher and\r\nSomini Sengupta of the Times, "a notice went out\u2026 saying meal\r\nservice was being cut back to military rations and cold cuts 'due to\r\nunforeseen circumstances.' An American official said the reason was\r\nthat Pakistani workers in the Green Zone went on strike after the\r\ntwo Pakistani hostages were executed the day before."\r\nhttp:\/\/www.boston.com\/dailynews\/209\/world\/In_Iraq_growing_number_of_f\r\noreP.shtml And more truckers (and trucking firms) seem to be leaving\r\nthe country daily in this new guerrilla-war-by-supply-line-\r\nstrangulation in which things are only likely to get worse. This,\r\nnot the Democrats, is really what has driven George Bush to the edge\r\nof a disaster he never even dreamed possible -- and it could, all\r\ntoo quickly, do the same for a future Kerry administration.\r\n\r\nThis is what no Democrat should be celebratory about. As Jonathan\r\nSchell makes so clear below, in a piece the Nation magazine has been\r\nkind enough to share with Tomdispatch and that was written before\r\nKerry gave his speech, the Kerry mandate is a dangerous one. Even\r\nshould he win, he seems -- on the theory that Iraq is\r\nindeed "Vietnam on crack cocaine" -- to be heading directly into\r\nWashington's well-known Credibility Gulch (aka "Who lost Iraq?")\r\nand, with angry Republicans out of power and holding his feet to the\r\nflames, into what could be essentially a six-month (or maybe even\r\nsix-week) presidency.\r\n\r\nThis is the Democratic bargain, interpret it as you will. There\r\nwill be victors -- and we saw evidence of them last night -- but\r\nperhaps in the end, not Kerry, even if he wins. In what the\r\nconservative New York Times columnist David Brooks in PBS commentary\r\nlast night called, with some admiration, a "nationalist" speech, in\r\na hall that was so much flag wallpaper, amid the serried ranks of\r\nold Vietnam-era shipmates and generals, and with all that "strength"\r\ncircling the electronic walls, and promises of 40,000 more troops\r\nand a doubling of the number of special forces, the winner was\r\ncertainly an engorged Pentagon (and an increasingly engorged new\r\nAmerican atmosphere of pure militarism), which -- no matter the\r\nwinning party -- will only grow larger; and our multiple\r\nintelligence agencies which couldn't be seen, of course, but will\r\nalso grow yet more obese under a Kerry or a Bush administration (on\r\nall of which, more to come here soon). Last night -- there can be\r\nno question -- John Kerry accepted the nomination not to be\r\nPresident but to be, as speakers on the podium reminded us again and\r\nagain, Commander-in-Chief of a country, in Kerry's (as in George\r\nBush's) phrase "at war."\r\n\r\nIn the meantime, consider Jonathan Schell's latest "Letter from\r\nGround Zero" and the problems the Kerry mandate and the front-room\r\nDemocratic deal are likely to bring in their wake. We face in all\r\nthis a conundrum wrapped in an enigma wrapped in a pretzel. The\r\nquestion is who will choke on the pretzel this time around? Tom\r\n\r\nStrong and Wrong\r\nByJonathan Schell\r\n\r\n"During the Vietnam War, many young men, including the current\r\nPresident, the Vice President and me, could have gone to Vietnam and\r\ndidn't. John Kerry came from a privileged background. He could have\r\navoided going, too. But instead he said, 'Send me.'\r\n\r\n"When they sent those Swift Boats up the river in Vietnam... John\r\nKerry said, 'Send me.'\r\n\r\n"And then when America needed to extricate itself from that\r\nmisbegotten and disastrous war, Kerry donned his uniform once\r\nagain, and said, 'Send me'; and he led veterans to an encampment on\r\nthe Washington Mall, where, in defiance of the Nixon Justice\r\nDepartment, they conducted the most stirring and effective of the\r\nprotests, that forced an end to the war.\r\n\r\n"And then, on my watch, when it was time to heal the wounds of war\r\nand normalize relations with Vietnam...John Kerry said, 'Send me.'"\r\n\r\nSo spoke President Clinton at the Democratic Convention--except that\r\nhe did not deliver the third paragraph about Kerry's protest; I made\r\nthat up. The speech cries out for the inclusion of Kerry's glorious\r\nmoment of antiwar leadership; and its absence is as palpable as one\r\nof those erasures from photographs of high Soviet officials after\r\nStalin had sent them to the gulag. Clinton's message was plain.\r\n\r\nMilitary courage in war is honored; civil courage in opposing a\r\ndisastrous war is not honored. Even thirty years later, it cannot be\r\nmentioned by a former President who himself opposed the Vietnam\r\nWar. The political rule, as Clinton once put it in one of the few\r\npithy things he has ever said, "We [Democrats] have got to be\r\nstrong.... When people feel uncertain, they'd rather have somebody\r\nwho's strong and wrong than somebody who's weak and right."\r\n\r\nAnd now the United States is engaged in a war fully as wrong as the\r\none in Vietnam. The boiling core of American politics today is the\r\nwar in Iraq and all its horrors: the continuing air strikes on\r\npopulated cities; the dogs loosed by American guards on naked, bound\r\nIraqi prisoners; the kidnappings and the beheadings; the American\r\ncasualties nearing a thousand; the 10,000 or more Iraqi casualties;\r\nthe occupation hidden behind the mask of an entirely fictitious\r\nIraqi "sovereignty"; the growing scrapheap of discredited\r\njustifications for the war. But little of that is mentioned these\r\ndays by the Democrats. The great majority of Democratic voters,\r\naccording to polls, ardently oppose the war, yet by embracing the\r\ncandidacy of John Kerry, who voted for the Congressional resolution\r\nauthorizing the war and now wants to increase the number of American\r\ntroops in Iraq, the party has made what appears to be a tactical\r\ndecision to hide its faith.\r\n\r\nThe strong and wrong position won out in the Democratic Party when\r\nits voters chose Kerry over Howard Dean in the Iowa caucuses and the\r\nNew Hampshire primary. An antiwar party rallied around a prowar\r\ncandidate. The result has been one of the most peculiar political\r\natmospheres within a party in recent memory. The Democrats are\r\nunited but have concealed the cause that unites them. The party\r\nchampions free speech that it does not practice. As a Dennis\r\nKucinich delegate at the convention said to Amy Goodman on Democracy\r\nNow!, "Peace" is "off-message." A haze of vagueness and generality\r\nhangs over party pronouncements. In his convention speech, President\r\nCarter, who is on record opposing the war, spoke against "pre-\r\nemptive war" but did not specify which pre-emptive war he had in\r\nmind. Al Gore, who has been wonderfully eloquent in his opposition\r\nto the war, was tame for the occasion. "Regardless of your opinion\r\nat the beginning of this war," he said, "isn't it now abundantly\r\nobvious that the way this war has been managed by the Administration\r\nhas gotten us into very serious trouble?"\r\n\r\nWhat of the antiwar sentiment that is still in truth at the heart of\r\nmost Democrats' anger? It has been displaced downward and outward,\r\ninto the outlying precincts of American politics. The political\r\nclass as a whole has proved incapable of taking responsibility for\r\nthe future of the nation, and the education of the American public\r\nhas been left to those without hope of office. Like a balloon that\r\nsqueezed at the top expands at the base, opposition to the war\r\nincreases the farther you get from John Kerry. Carter and Gore can\r\nexpress a little more of it. Howard Dean, who infused the party with\r\nits now-muffled antiwar passion, can express more still.\r\nRepresentative Kucinich, a full-throated peace candidate, has\r\nendorsed Kerry and has kind words to say about him but holds fast to\r\nhis antiwar position. On the Internet, Tomdispatch.com,\r\nAlterNet.org, commondreams.org, antiwar.com, MoveOn.org and many\r\nothers are buzzing and bubbling with honest and inspired reporting\r\nand commentary. Michael Moore is packing audiences into 2,000\r\ntheaters to see Fahrenheit 9\/11.\r\n\r\nI know, I know: It's essential to remove George W. Bush from the\r\nWhite House, and Kerry is the instrument at hand. I fully share this\r\nsentiment. But I am not running for anything, and my job is not to\r\ncarry water for any party but to stand as far apart from the\r\nmagnetic field of power as I can and tell the truth as I see it. And\r\nit's not too early to worry about the dangers posed by the\r\nDemocrats' strategy. In the first place, they have staked their\r\nfuture and the country's on a political calculation, but it may be\r\nwrong. By suffocating their own passion, they may lose the energy\r\nthat has brought them this far. They have confronted Bush's policy\r\nof denial with a politics of avoidance. Bush is adamant in error;\r\nthey are feeble in dedication to truth. If strong and wrong is\r\nreally the winning formula, Bush may be the public's choice. In the\r\nsecond place, if Kerry does win, he will inherit the war wedded to a\r\npotentially disastrous strategy. If he tries to change course,\r\nRepublicans -- and hawkish Democrats (Senator Joe Lieberman has just\r\njoined in a revival of the Committee on the Present Danger) -- will\r\nnot fail to remind him of his commitment to stay the course and\r\nrenew the charge of flip-flopping. But the course, as retired Gen.\r\nAnthony Zinni has commented, may take the country over Niagara\r\nFalls. Then Kerry may wish that he and his admirers at this year's\r\nconvention had thought to place a higher value on his service to his\r\ncountry when he opposed the Vietnam War.\r\n\r\nJonathan Schell is the Harold Willens Peace Fellow at the Nation\r\nInstitute.
