\r\n\r\nThe media has reported two very different versions of the plane scare\r\nat the Reagan memorial, which prove the FAA knew about the plane, did\r\nnot tell the ground security, then lied about it.

\r\n\r\n\r\n\r\nDaniel Groves, the\r\ngovernor's chief of staff, said at a news conference Thursday that the\r\nplane's transponder, which transmits the plane's identifying signal to\r\ncontrollers, had quit working shortly after takeoff from Greater\r\nCincinnati-Northern Kentucky International Airport. At that point, the\r\npilots went by the book and maintained contact with air-traffic\r\ncontrollers for the rest of the flight, Groves said.

Both he and Doug\r\nHogan, the governor's communications director, said controllers\r\napparently didn't pass the word on to security agencies that the plane\r\nhad permission to be in restricted air space.\r\n<\/p>\r\n\r\n\r\n\r\n

``They\r\n(pilots) followed directions from air traffic controllers explicitly,''\r\nHogan said. ``They did not wander off course. They did not\r\ninadvertently enter the air space. They had permission to be there.\r\n<\/p>\r\n\r\n\r\n\r\n

``It would appear the air traffic controllers did not notify any of the other agencies about the situation,'' Hogan said.<\/span><\/big>

\r\n\r\n<\/small><\/p>\r\n\r\nTo connect the dots: The plane's transponder went out shortly after\r\ntakeoff, from that point on air traffic controllers were in contact\r\nwith the pilots the entire flight. The controllers gave the pilot\r\nexplicit directions to land\r\nat the Reagan memorial,  but supposedly 'forgot' to notify the\r\nsecurity on the ground. But then the FAA spokesman contradicts the\r\nstory by saying the transponder went out 13 miles before DC, and that\r\nthe air traffic controllers were not in contact with the plane at all.

\r\n\r\nWho is not telling the truth, Gov. Fletcher's spokesman, or the FAA?\r\nWho is covering their tracks? Was this a manufactured scare- perhaps to\r\ninfluence an upcoming\r\nvote?

\r\n\r\nAnti-Terrorism Intelligence Tools Improvement Act of 2003, HR 3179,\r\ninto the Intelligence Authorization Act for Fiscal Year 2005. HR 3179\r\nincludes the following provisions from the leaked Justice Department\r\ndraft of the Homeland Security Enhancement Act, AKA \"Patriot II\":
