Why is the Peoples Republic of China Assisting in the Harassment of American Dissidents?

Many Internet websites aimed at opposing war with Iraq have become the targets of smear and harassment campaigns.  One form of harassment involves email spoofing.  Many activist websites maintain mailing lists for the purpose of disseminating breaking news.  Harassers, usually pro-Zionist in their aims, send forged emails using the email address of the activists' account.  The message contain statements seeking to defame the antiwar activists owning the dissident websites.  Examination of the headers often reveal the actual source of the emails.  These emails have come from many countries, including the United States, Israel, Lebanon, and Australia.  However, I find it particularly irritating that some of the more virulent are coming from the Peoples Republic of China (PRC).  The PRC does not support a war with Iraq.  The PRC has tight control over the use of the Internet within the PRC.  Consequently, it is difficult to believe that these harassment campaigns run out of the PRC operate without the PRC's consent.  One must conclude that the PRC condones the harassment of American dissidents.

The most recent campaign out of the PRC targeted a well known dissident Internet site.  Spoofed emails calling for Jihad and making terroristic statements were send out, fraudulently, in the name of that site's webmaster.  These spoofed emails originated at the following company located in Hong Kong:
