The innovative plan - which preempts nine architectural designs unveiled December 18 - calls for two giant flyswatters, each over 1800 feet tall and capable of striking in any direction. Originally the brainchild of Homeland Security planners looking for a way to stop hijacked planes from reaching the City's key financial center, the twin-swatters idea was heartily endorsed by the Defense Department as vital to the Missile Defense Shield, which by presidential order must be deployed by 2004. <br><br> President Bush was enthusiastic when presented with the plan. \"This will show the world we mean business,\" he said, \"and prove to the terrists that they cannot succeed.
