In 1999, the NAHB lobbied against

the Clean Water Act, the Endangered Species Act and the

toxic-waste-site Superfund.

\"Vice chairman Ken Ford, an engineer with the conservative Housing Trade

Association in Washington, says the challenge is to honor the social-justice

mission while Pacifica grows. \"But we are a corporation.
