When one young woman protester objected, one of these &ldquo;law enforcement officer&rdquo; spat in her face. A legal observer reported this to an SDPD officer on the scene, who responded that unless the observer bring the CHiP spitter to him he wouldn&rsquo;t be able to do anything.
