The activists were protesting the Commission of Presidential Debates (CPD) for raising to 15% the polling percentage needed to qualify for the debates.  CDP is a private organization run by the former heads of the democratic and republican parties.  The organization raised the qualifying polling percentage from 5% to 15% after the 1996 elections.  The Greens feel this was done to exclude third party candidates such as Ralph Nader from entering the debates.
