LAPD Scrambling Its Communications! (tags)
A few days ago, the LAPD Communications Division pulled all the switches, turning on its long-threatened digital broadcasting mode. The public can no longer hear LAPD on legally obtainable scanners. Presumably the bad guys won't have any such problems.
