If the order is upheld on appeal, the LAUSD can lay off higher paid veteran teachers without regard to their years of service, in violation of collective bargaining provisions that have been in effect for decades. The Bush administration, echoed by much of the mass media, seized upon reports released May 1 on the fiscal health of the Social Security and Medicare system to renew its demand for drastic cuts to these two major entitlement programs, thereby gutting retirement benefits and health care for older Americans. According to the reports, issued by the trustees of the programs’ trust funds, the Medicare Hospital Insurance Trust Fund is projected to become insolvent by 2018, due largely to rapidly rising costs of American health care outstripping the payroll taxes that fund the program. The report on Social Security indicates that this program will be able to pay out 100 percent of benefits until 2040, when the trustees predict the fund will be exhausted—a year earlier than previous projections. After that it would be able to cover 74 percent of promised benefits out of revenues until 2080, when it would decline to 70 percent.

A funny thing Krugman noticed: "Medium-sized" companies (compared to GM &IBM) racking in top dollar from the Republican "stimiulus" tax cuts include companies like TXU (formerly Dallas Power and Light), ChevronTexaco, Enron, Phillips Petroleum, IMC Global and CMS Energy-that tend to be in the energy or mining businesses, and to be based in or near Texas. On a party-line vote, the House GOP passed a bloated "stimulus" tax-cut bill expected to cost a staggering $212 billion over the next 3 years. With typical dishonesty, the GOP called it a $99-billion measure, referring only to its first-year cost. The press parrots agreed. 2/3rd of the cuts would go to corporations. Altogether, almost 3/4ths the total cuts next year go to the top 1/10th of all taxpayers. 41% go the best-off 1%.

During a recession in 1975, President Ford's tax cut was targeted at low- and moderate-income families and helped to stimulate private consumption, putting the economy back on its feet. By comparison, President Reagan's tax cut in 1981 disproportionately benefited those at the top of the income scale and ultimately did nothing for the slumping economy until 1983.
