Appropriately, much has been made of the recent survey conducted by Foreign Policy and the Center for American Progress, which found that 84 percent (of the more than 100) of America's top foreign policy experts believed that the United States is not winning the war on terror. Not only do they dispute President Bush's insular and politically self-serving assertion that America is winning that war, they also "see a national security apparatus in disrepair and a government that is failing to protect the public from the next attack." While reading about the exploits of Emperor Bush, who bravely flew in to war-torn Baghdad, Iraq and spent a whole six hours there without even providing the usual notice to, let alone securing the necessary approvals from, its so-called "sovereign" government, I was reminded of the remarkable words spoken to author Ron Suskind by a senior Bush advisor in the summer of 2002.

My spouse (Carol DePrisco) and I were dining at Barron - the house restaurant of St. Petersburg's recently refurbished Petro Palace Hotel (located on Malaya Morskaya street, just one block east of St. Issac's Cathedral and two blocks west of bustling Nevsky Prospect). We were dining with a retired professor of English from St. Petersburg State University. At the very outset of our conversation, the professor inquired: "You are not a Republican, are you?" I assured her I wasn't, thus breaking the ice for a very pleasant and engaging conversation during dinner and afterward in our spacious hotel suite.

Listening to Vice President Cheney and Iran's President Mahmoud Ahmadinejad exchange threats of war while both nations hover, like vultures, over the moribund carcass of Iraq's insurgency-racked shotgun democracy, I was reminded of David Low's famous 1939 cartoon, "Rendezvous." Mr. Low, you'll recall, depicted Hitler and Stalin as bloodthirsty tyrants, tipping their hats in salutation while standing over Poland's corpse. Thus, Hitler saluted Stalin: "The scum of the earth I believe?" Stalin replied: "The bloody assassin of the workers, I presume?"
