So this is like the first time where a lot of the grassroots groups and Venezuelan poor are actually getting to participate themselves in the production of the their own media; whereas prior to the Chavez government, they didn't have a voice in politics or the media."

For Argentineans the long simmering territorial dispute between Britain and Argentina is coming to a head, as a British oil rig travels to what analysts say is a 60 billion barrel reserve of high-grade oil located in a 200 square mile zone surrounding the Malvinas (Falkland) Islands. This would make it one of the largest oil reserves in the world. Argentina had instituted a naval embargo of the islands but has recently permitted the oil rig to land in Port Stanley, capital of the island.

"The first and foremost important achievement during the Chávez administration is the 1999 Constitution, which, although not written nor decreed by Chávez himself, was created through his vision of change for Venezuela. The 1999 Constitution was, in fact, drafted - written - by the people of Venezuela in one of the most participatory examples of nation building, and then was ratified through popular national referendum by 75% of Venezuelans. The 1999 Constitution is one of the most advanced in the world in the area of human rights. It guarantees the rights to housing, education, healthcare, food, indigenous lands, languages, women's rights, worker's rights, living wages and a whole host of other rights that few other countries recognize on a national level. My favorite right in the Venezuelan Constitution is the right to a dignified life. That pretty much sums up all the others. Laws to implement these rights began to surface in 2001, with land reform, oil industry redistribution, tax laws and the creation of more than a dozen social programs - called missions - dedicated to addressing the basic needs of Venezuela's poor majority. In 2003, the first missions were directed at education and healthcare. Within two years, illiteracy was eradicated in the country and Venezuela was certified by UNESCO as a nation free of illiteracy. This was done with the help of a successful Cuban literacy program called "Yo si puedo" (Yes I can). Further educational missions were created to provide free universal education from primary to doctoral levels throughout the country. Today, Venezuela's population is much more educated than before, and adults who previously had no high school education now are encouraged to not only go through a secondary school program, but also university and graduate school.??The healthcare program, called "Barrio Adentro", has not only provided preventive healthcare to all Venezuelans - many who never had access to a doctor before - but also has guaranteed universal, free access to medical attention at the most advanced levels. MRIs, heart surgery, lab work, cancer treatments, are all provided free of cost to anyone (including foreigners) in need. Some of the most modern clinics, diagnostic treatment centers and hospitals have been built in the past five years under this program, placing Venezuela at the forefront of medical technology.??Other programs providing subsidized food and consumer products (Mercal, Pdval), job training (Mission Vuelvan Caras), subsidies to poor, single mothers (Madres del Barrio), attention to indigents and drug addicts (Mission Negra Hipolita) have reduced extreme poverty by 50% and raised Venezuelans standard of living and quality of life. While nothing is perfect, these changes are extraordinary and have transformed Venezuela into a nation far different from what it looked like 10 years ago. In fact, the most important achievement that Hugo Chávez himself is directly responsible for is the level of participation in the political process. Today, millions of Venezuelans previously invisible and excluded are visible and included. Those who were always marginalized and ignored in Venezuela by prior governments today have a voice, are seen and heard, and are actively participating in the building of a new economic, political and social model in their country.??2 MW---On Monday, President Chavez threw a Venezuelan judge in jail on charges of abuse of power for freeing a high-profile banker. In Los Angeles, for the 9th Global Women’s Strike on International Women’s Day, March 8, women along with men supporters gathered at a town hall meeting entitled ‘Fund Caregiving Not War and Occupation!’ at the Southern California Library in South LA. On and around every March 8 since 2000, women in 60 countries have taken part in the Global Women’s Strike under the theme Invest in Caring not Killing. Women who are working to reclaim the money and other resources for crucial survival needs for themselves and their communities, told their stories and shared their struggles and victories.

At about 1am, after a long delay, the Venezuelan National Electoral Commission announced the results of the referendum on constitutional reform. The proposals for constitutional change were defeated by the narrowest of margins, with 4,504,354 votes against, (50.70%) and 4,379,392, (49.29%) for the YES. Soon afterwards, president Chávez was on the television accepting the results. He said that the proposed reforms had not been approved "for now", but that he would continue to struggle to build socialism. The result, as could be expected, was greeted with jubilation by the right wing opposition and all the reactionary forces. For the first time in almost a decade they have secured a victory. There were scenes of jubilation in the well-off middle class areas of Caracas. "At last we have shown that Chavez can be defeated! At last the slide towards communism has been stopped! At last we have given the rabble a lesson!" The joy of the reactionaries is both premature and exaggerated. A glance at the results shows that the voting strength of the opposition has barely increased. If you compare these results (after 88% of the votes had been counted) with the 2006 presidential elections, the opposition has only increased about 100,000 votes, but Chávez lost 2.8 million. These votes did not go to the opposition but rather to abstention. This means that support for the counter-revolution has not significantly increased from its highest point one year ago. In Venezuela the forces of the counterrevolution are engaged in an all-out offensive against Chavez and the Revolution. Right-wing students stage armed provocations on the campuses and the streets. The bourgeois media, nationally and internationally, are whipping up a campaign of hysteria against "tyranny" and "dictatorship". US imperialism, with the help of Juan Carlos and the Spanish bourgeoisie, is striving to isolate Venezuela and create an anti-revolutionary bloc in Latin America, based on Brazil and Colombia, Chile and Argentina. As on previous occasions - the coup of 2002, the bosses' lockout, the recall referendum and the elections of 2005 and 2006, the reactionaries are using the slogan of supposed "defence of democracy" as a means of mobilizing the counterrevolutionary forces, creating a climate of fear and instability in order to prepare the ground for a right-wing coup. In the present battle who is opposed to the reform of the Constitution? Fedecamara, that is, the landlords, bankers and capitalists, the Episcopal Conference, representing the reactionary hierarchy of the Church, the right-wing media and imperialism. On the other side of the barricades are the workers and peasants, the poor and dispossessed, the revolutionary youth and the progressive intelligentsia: in other words, all the living forces of Venezuelan society. Why does the ruling class hate the constitutional reform? They say it is because Chavez wishes to introduce a dictatorship, to be a President elected for life and so on. But the reformed constitution does not concede such powers or anything like them. It merely removes the restriction on standing for President more than twice. In Europe there is no such limitation. Sarkozy and Merkel can stand as often as they like. So can Gordon Brown. And in any case, the reformed constitution only allows Chavez to stand for election. It will be up to the people whether they elect him or not.

This is taking place at a time when the Philippines is being re-colonized by the U.S. as the world's imperialist hegemon. Would Rizal want the country partitioned to greedy transnational corporations and their national elites in the current terrorist war against peoples of color in particular? These reflections hope to provoke a re-thinking of what it means to be a Filipino with the Philippines in permanent crisis, using Rizal as a point of departure, especially in the light of its citizens becoming an embattled diaspora--more than ten million OFWs as exploited domestics and contract workers around the planet, while the country's rich natural resources, cultures and traditions are wasted by foreign profiteers of globalizing capital supported by local comprador parasites currently headed by the corrupt Arroyo regime. While he may be dead in the corporal sense, the spirit of Simon Bolivar continues to wage the struggle for freedom from oppression. Hugo Chavez is perhaps the most familiar incarnation of Bolivar's élan vital as he defies the neocolonial policies of the United States, a nation which has supplanted the European colonial empires as looters of Latin American bounty. Bolivar's spiritual essence also burns brightly in Evo Morales, another leader of the poor and oppressed in Latin America. Barring a CIA-orchestrated assasination or sabotage of the election process, in December Morales will be the next democratically-elected president of Bolivia. And deservedly so.
