The public purse is being put on the line once again, to potentially – and in individual cases, inevitably – fund and bail out not just ill-conceived major investments but ones with the potential to cause environmental and social havoc. An intertwined irony in all of this is that much of the financial firepower for such schemes is to originate from sources generally regarded as benign and beneficial – development budgets or overseas development assistance. As too few have been asking: “Whose development is being financed here? ”
