How could Hamas siphon off a billion dollars when they never came into contact with the aid? All support of the people of Gaza must go through approved NGO (non-government organizations) charities. Hamas never sees a dime to siphon off for any agenda.

The reason no money can be sent to Hamas is that many governments have declared Hamas to be a terrorist organization. That makes it illegal for the people under the control of those governments to aid Hamas in any way.
