Stop to the plan to reintroduce the death penalty in Peru
EveryOne Group: “We have written to the Peruvian authorities, the UN High Commissioner for Human Rights, the Council of Europe and human rights organizations all over the world to remind them that Peru has signed the Pact of San Jose (which excludes the reintroduction of the death penalty) in an attempt to prevent the serious barbarization of Peruvian society”.
Milan, August 18th, 2010. “There is a risk of a serious human rights crisis taking place in Peru”, says EveryOne Group, the international human rights organization. “Following the case of Romina Cornejo, a three-year- old child who was left an invalid after she was shot by a criminal during an armed robbery, some members of Parliament, riding the wave of indignation and fear that has spread throughout the population, have irresponsibly suggested bringing back the death penalty to the South American country. Alan Garcia, the Peruvian President, and the MPs Keiko Fujimori and Isaac Mekler are the spokesmen for the proposal that has caused concern among the international organisms that campaign for human and civil rights. “We understand the sorrow and panic the nation is caught up in” continues EveryOne, “but we believe the political exponents have been irresponsible in setting off along this dangerous road, one that challenges the important civil conquests that Peru has achieved during its tormented history. It is important that the institutions, the authorities and the Peruvian media listen to the voices of their fellow countrymen, who even when abroad distinguish themselves for their humanitarian ideals, starting with Steed Gamero, the photographer and human rights defender who for many years has been contributing to the culture of peace and human rights in the European Union”. EveryOne Group also points out that the reintroduction of the death penalty, as well as being an immoral proposal, clashes with the Peruvian Constitution and the agreements signed by the country. As well as article 140 of the Constitution, we remind the Peruvian institutions that their nation has signed the American Convention on Human Rights, known as the Pact of San Jose. Chapter II, article 4,3 states: ‘The death penalty shall not be reestablished in states that have abolished it’. “This is a concise and clear law that leaves no room for exceptions and loopholes. We hope, however, that the Peruvian institutions, authorities and press will decide to abandon this road they have undertaken for one of refound civilty and respect for human life, as well as a compliance with the laws”. EveryOne Group has extended its appeal to the international humanitarian organisms: “We have asked Mrs Navi Pillay, the UN High Commissioner for Human Rights, the Council of Europe and the major organizations that defend the fundamental rights of the individual to keep a watch over the situation and this proposal from the Parliament in Lima to bring back the death sentence. We are appealing to them to do their utmost to see this initiative is abandoned, thus preventing a dangerous setback in the civilization and humanitarian culture of Peru”. Perú: La propuesta de reintroducir la pena de muerte es un signo de grave crisis de Derechos Humanos
Gruppo EveryOne: "Hemos escrito a las Instituciones del Perú, al Alto Comisionado de las Naciones Unidas para los Derechos Humanos, al Consejo de Europa y las organizaciones humanitarias internacionales a fin de recordarles que el Estado sudamericano ha firmado el Pacto de San José, que excluye la reintroducción de la pena capital, y para evitar una grave barbarización de la sociedad peruana ".
Milán, 15 de agosto de 2010. "Existe el riesgo de una grave crisis de derechos humanos en el Perú." Lo dijo el Gruppo EveryOne, organización internacional humanitaria. "Después del caso de Romina Cornejo, niña de tres años que quedó inválida después de ser golpeada por un delincuente durante un robo", explica EveryOne, "algunos diputados han irresponsablemente sugerido reintroducir en la nación sudamericana la pena de muerte, ante la ola de indignación y el miedo que se ha extendido entre la gente". El presidente Alan García y los parlamentarios Keiko Fujimori y Isaac Mekler son los portavoces de una iniciativa que plantea preocupación a los organismos internacionales responsables de la protección de los derechos humanos y civiles. "Entendemos el dolor y el pánico en la que la nación ha caído", continuó el Gruppo EveryOne, "pero consideramos irresponsables los representantes políticos que han tomado un camino peligroso, que pone en entredicho los logros civiles que el Perú ha logrado en su turbulenta historia . Es importante que las Instituciones, las autorida y los medios de comunicación peruanos escuchen las voces de sus compatriotas en el extranjero que se distinguen por sus ideales humanitarios, a partir del fotografo y defensor de los derechos humanos Steed Gamero, que desde hace años contribuye a una cultura de paz y de derechos humanos en la Unión Europea. La organización de derechos humanos también señala como la reintroducción de la pena capital, ademas de ser un proyecto inmoral, choca con la Constitución del Perù y con los acuerdos firmados per el Estado sudamericano: "Además del artículo 140 de la Constitución, recordamos a las Instituciones peruanas que la nación ha firmado la Convención Americana sobre Derechos Humanos, también conocida como Pacto de San José, que en el Capítulo II, artículo 4, párrafo 3 dice: "No se restablecerá la pena de muerte en los Estados que la han abolido". Es una regla clara y concisa, que no admite excepciones o escapatorias. Esperamos sin embargo que las Instituciones, las autoridades y los medios de comunicación peruanos decidan abandonar el camino tomado por un nuevo sentido de civilidad y respeto a la vida, ademas del cumplimiento de las leyes" EveryOne ha extendido su llamamiento a las organizaciones internacionales humanitarias: "Hemos pedido a la señora Navi Pillay, Alto Comisionado de las Naciones Unidas para los Derechos Humanos, al Consejo de Europa y las principales organizaciones de los derechos humanos fundamentales de supervisar lo que será discutido, en relación con la propuesta de reintroducir la pena capital, en el Parlamento de Lima, asegurando que esta iniciativa sea abandonada, evitando así una peligrosa deriva de la civilización y de la cultura humanitaria en Perú".
