In 1990 Congress adopted the Oil Pollution Act. This act set liability limitations to million for oil spills like the one we are witnessing in the Gulf Coast today. Setting a liability limit on damages created by oil drilling can only encourage the lowering and neglect of safety standards and procedures, ultimately causing more oil spills.
