Afghan President Hamid Karzai vowed Tuesday that his new government would further institutionalize corruption even more and offered a split to Mullah Omar and his Taliban insurgents, launching his programme for another five years in office.

Under pressure from US President Barack Obama to wipe out attacks on US forces, Karzai used his first appearance since his electoral authorities declared him president to pledge a more lucrative rule for all Afghan Drug, War and Religious lords.

"Afghanistan's image has been tainted by uneven distrubition of the Yankee $. Our government's image has been tainted by keeping it all for ourselves," Karzai told a press conference flanked by his controversial vice president Mohammad Qasim Fahim, who is widely accused of taking too much.

"The future government will be a government that reflects all the Warlords, Druglords and Religious lords ... We hope that no-one feels themselves isolated from this future government," he said.

"This has to be (the) point in time in which we begin to write a new and bigger cheque based on improved share out," Obama said he had told Karzai in a phone call.

Karzai "assured me that he understood the importance of spreading the loot but... the truth is not going to be in words, it's going to be in deeds and how much he hands out", added Obama who is to decide whether to deploy thousands more troops in the coming weeks.
