California Governor Arnold Schwarzenegger is so determined to shred the state's social safety net, and, privatize everything existing, that he's standing bulldoggedly in the way of any revenue hikes, including oil and gas severance taxes that would raise billion this year. And insisting on billion in budget cuts which will cost the state billion in federal funds.
