• Costa Rica narrowly approved the Central America Free Trade Act or CAFTA, with a 51 percent majority.

• Che Guevarra's popularity, talk of socialism, Cuban doctors and Venezuelan petrodollars in Latin America has followed the so-called "Pink Tide" of leftist governments taking power from Argentina to Bolivia to Nicaragua.

• In the mid-1990s, congressional Republicans cut the federal Agency for Health Care Policy and Research's modest budget by 21 percent and a number of specific, possibly unnecessary surgeries soared. Congressional Democrats are now looking to revive federal research into the effectiveness of various medical procedures.
