CHICAGO - There’s an old saying in First Amendment law that goes something like this – you can generally say whatever you want, whenever you want to say it. But you can never shout “fire” in a crowded theater. The theatergoers have a right to peace of mind, and not to be scared, unless they really are in danger of succumbing to a fire.

The same kind of thinking goes into a law passed during the Clinton administration in the aftermath of the Oklahoma city bombing. The government no longer allows citizens to show their fellow Americans how to make a bomb that can harm others.
