Punish drug dealers instead of Homeless people

Los Angeles City Council should outlaw drug dealing inside L.A. city limits instead of outlawing homelessness.

On Monday May 7th,2007 when I walked through a public
park in Los Angeles I noticed that the

No Overnight
camping

sign that has been used to prevent camping in tents
when the park is closed for sprinkling at nights
at 10:30 P.M.
has been replaced by a worse sign
with drawings that implies
No camping or lodging
anytime day or night.

The sign is located on a small fence box that
surrounds some park plumbing at that park.
What is the most likely reason for this
reduction in freedoms in Los Angeles ??
Police chief Bratton is complaining that
the reason that he hates homeless people is
because they use drugs.
Even though 80 per cent of homeless people are
accused of using drugs it is unfair to the remaining
20 per cent of innocent homeless people who do
not use drugs for the city council and the mayor
and the city attorney to outlaw all homelessness.
Instead of continuing to punish all homeless people
for being homeless the City Council should pass a new
ordinance against drug dealing inside the city limits
of Los Angeles. Drug dealers will get mandatory
minimum sentences in L.A. city jails for selling
drugs in Los Angeles. 3 months for the first offense
six months fot the second offense and a year for each
additional sale of drugs.
This new anti-drug dealing
ordinance will punish drug dealers in city jails even when
California state prisons are full and the California D.A.
fails to prosecute drug sales under state law.
The city of Los Angeles needs to punish drug dealers
directly instead of only punishing all homeless people
because only some homeless people use drugs.
And please change the new no camping or lodging signs
at L.A. parks back to the traditonal
no overnight camping
signs.
Why should renters who are not homeless care about
homeless peoples right to sleep outside ??

Because right after Police chief Bratton decided to
declare homelessness a crime people who are on social
security realized that it is not currently legal
to become homeless to dodge an unaffordable rent increase.
L.A. SLUMLORDS have taken advantage of the fact that
tennants including disabled social security (or SSI)
recipients and low wage earners do not have the courage to
become homeless during police chief Brattons crackdown on
all homeless people. Those LA SLUMLORDS have agreed
to raise the rent at at least four per cent each year instead
of the traditonal three per cent for as long as L.A. continues
to actively enforce ordinances against being homeless.
Renters should not continue to have to starve to pay
rent increases above income increases.
Restore the market based rent conrol by relegalizing
homelessness as a saftey valve for tennants who are
unable to afford slumlords rent increases.
Legalizing homelessness including recognizing the
constitutional right to lie down and sleep outside
at any time of day or night.
