Notice the Star of David hanging from Hayes? That and the American flag is representative of exactly who's payroll this clown is on.

It used to be that the State of California mandated retaining the mentally unfortunate for periods of time in State facilities where it was hopedf that they could not harm or endanger themselves or others.

I should have noted that I mention the fact not because I expect Hayes has some mental or emotional difficulties but because enforced evaluations of individuals exhibiting various behavioral attributes would probably benefit.

Fortunately, the U. S. Constitution allows for anyone to walk the streets.
