Como muchos inmigrantes, Samuel Hernández atravesó el desierto arizonense para venir a Estados Unidos en busca de un mejor porvenir para su familia.
Al principio batalló para conseguir empleo y empezar a ganar sus primeros dólares. No hace mucho logró convertir en realidad uno de sus sueños: comprar un vehículo para labores de jardinería en Scottsdale con el que diariamente recorre entre 30 y 45 millas desde su casa hasta el lugar de trabajo.
Debido a su status de indocumentados, muchos inmigrantes como Samuel se ven imposibilitados a tener una licencia de manejo válida para conducir en calles y carreteras de la entidad.
Arizona, al igual que el resto de los estados de la nación, no otorga licencias de conducir a personas que están ilegalmente en el país. Esta situación se ha convertido en una “oportunidad de oro” para negocios que se dedican a vender las llamadas licencias internacionales de manejo.

La directora de comunicaciones del Departamento de Vehículos Motorizados, Cydney DeModica, explica que el Permiso Internacional de Manejo es un libro pequeño que traduce en diez idiomas distintos la licencia para conducir, de tal forma que al mostrárselo a los funcionarios de países extranjeros pueda ayudarlos a interpretar los datos del poseedor.

Asimismo, que es procesada el mismo día sin pasar examen, y que además sirve para asegurar, rentar y comprar un auto, sin necesidad de ser residente. La empresa en mención ofrece también identificaciones, para las cuales “no necesita tener seguro social o ser residente”.
La citada empresa ofrece estos permisos vía servicio postal, enviando las solicitudes y el documento hasta el domicilio particular del solicitante. “Necesita darme una dirección y un número de teléfono para enviarle la solicitud que debe llenar y posteriormente regresárnosla junto con el pago de 65 dólares y le enviaremos su Documento Internacional de Manejo”, instruye la mujer al otro lado del auricular.
Al respecto de la operación de estos negocios que publicitan sus servicios de manera engañosa, la portavoz de la Procuraduría Estatal de Arizona, Andrea Esquer se limita a contestar que si alguien ha sido víctima de fraude al consumidor es necesario que acudan a presentar su queja para poder iniciar una investigación.
“Necesitamos que haya quejas, de otra forma no podemos tomar una acción legal”, señala. This article in La Voz explains that an international drivers license is NOT a valid drivers license. That an international drivers license is ONLY valid with a state issued drivers license. That an international drivers license is issued by AAA and that anyone can buy one for $10. AAA issues the license per a UN treaty that most countries reconize.
Last and most important in the article the local cops are quoted and they all know what a international drivers license is. And they say they know that any international drivers license you get off the internet is fake. They also know that if you have a real international drivers license issued by AAA that it is only valid with a drivers license from your home country.
