Vista City Council Votes to Regulate Day laborers

With the sound of the San Diego Minutemen and various open border groups demonstrating out front, and amid heavy security, the Vista City Council voted last Tuesday to require anyone hiring day laborers to register and to provide the laborer with a basic contract, a move widely seen as a way of drying up casual labor in the City of Vista.

Starting July 29th, an employer is required to register with the city and post on his car, his name address and city registration number before hiring casual workers. The employer would also be required to give the worker a form filled out, giving agreed pay rate, location, type and approximate duration of the work and an agreement on how the employee will be transported to and from the worksite.

It is generally assumed that contractors will refuse to register because it would create a paper trail for a lawsuit when an employee is injured on the job. Employers will also be subject to penalty with the IRS if they consistantly hire an employee but do not withhold taxes.

There is no reason why an employee can not, upon completion of a particular job , take the contracts to the California Employment Development Department and file for unemployment benefits as a layed-off worker. Workers will also be eligible to file disability claims against homeowners when injured.

The law in California is quite clear that property owners are responsible when workers, legal or not are injured on their property.

The City of Vista has been the site of numerous demonstrations by the anti-illegal alien group Save Our State(SOS) over the previous year. They have vowed to help enforce the new ordinance.
