LOS ANGELES, June 2, 2006 - Recent public exposure that Delgadillo committed felony crime of perjury in 2001 when he filed false qualification statements with election officials has got concerned LA political observers wondering: why no prosecution?

According to LA Charter Section 270 and the public records of California Bar, it is clear beyond reasonable doubt that Delgadillo committed perjury in 2001 when he filed false qualification statements with the election officials - a crime of felony under state law (Cal. Penal Code Sec. 118).

The answer for why he has escaped prosecution for committing an obvious felony may be in the magnitude of political power the LAPD Union (PPL), one of the most dominant forces of today's Los Angeles, has increasingly wielded during the years of Geroge W. Bush.

Both Delgadillo and the County Prosecutor Steve Cooley were heavily financed by LAPD union. Both have proven to be loyal servants of the same organization which installed them into office (though Delgadillo did not qualify for the office he has usurped).

They both have a unified prime objective: For Cooley, it is to cover up LAPD's acts of police miscoduct by making sure "victims of police abuse" are framed and prosecuted criminally so they are permanently enjoined from bringing future civil rights claims against LAPD. For, Delgadillo, the task is to defend the few cases that the facts of LAPD misconducts and constitutional violations are of such egregious nature that Cooley, despite his outmost loyalty to LAPD, is unable to frame the victims with criminal prosecution and win conviction. In those cases that Cooley is not successful, Delgadillo gets the second chance. He defends the already filed civil rights claims of the LAPD's vicitms by presenting defenses for his client (LAPD) that are based on fraud, misrepresentation, and deception in court filings. Again, the same protective circle, Delgadillo acts with impunity since his fellow LAPD-puppet, Cooley, is the chief prosecutor of the county.

One prime example of where COOLEY and DELGADILLO are working hand-in-hand to cover up the criminal acts of LAPD officers is in the case of the young mother who has been in jail for FOUR years without any conviction, solely based on evidence fabricated by LAPD.
