If you put a 1/4 of your efforts marching against the corrupt governments in latin america, I believe the latin american countries might be a little better off and so would its citizens. Think about it.

"Corrupt governments" in Latin America are already being dealt with through social movements that are given short-shrift in the mainstream news media. Mexicans already know that Fox es un pinche mamon y lambiscon (i.e. a major suck-ass) con su novio Jorge Bush. The struggle here is the struggle over there. Its a matter of doing something about it and raising awareness, which is the purpose of protest, and has been more sucessful lately than some can admit. Why do you think big brother has been watching all along to being with?

Is it a march for immigrant rights, or a march for MEXICAN rights?
It seems to me you are too quick to march, in support of an illegal alien, human smuggler, rock thrower, who was rightfully downed, by an employee of the US taxpayers. Yes, we pay taxes, so our borders will be protected.
You will march is support of that piece of shit, but won't say a word about the ninas, kidnapped into sexual slavery, then smuggled by that piece of shit, to service the illegal immigrant farm workers.

The dude was shot in the back at short range, after throwing a rock at the BP agent and fleeing.
Just play that scene back in your mind. The agent comes up to the guy. They exchange some words. The guy picks up a stone and chucks it at the agent. Then he makes a run for it. The agent draws his gun, maybe says "stop", and then blows a hole in his back at around eight paces.
Everyone involved knows the dude is outgunned. That's a given. So the agent, knowing this, makes the decision to blow him away before he's so far that he's hard to hit.

This to me is the most puzzling aspect of conjecture and assumption. Unless you where involved, you know nothing of the facts.
Statement 1... Border officer said suspect grabbed his arm and ran back into Mexico.
Conflicting statement 2... Mexican officials say a man died of a gunshot wound to the back in a TJ hospital.
Known fact 1, Dead victim is known human smuggler.
Known fact 2, Border agents are routinely attacked.
Known fact 3, They are the law on US soil. (US soil, does that anger you Mexica?)

The Rules of Engagement governing a soldier in battle, state that if the enemy is attacking you, then you don't need to either ask permission from higher authority to return fire, or fire a warning shot before returning fire.

No, a conflict was reported.
However, put yourself into each persons' shoes. The Mexican guy didn't think the agent would shoot. The US agent probably knew he could outgun the Mexican guy.
Probably, the normal thing that happens is that the border crossers run away, and get away. The agents don't shoot, or they don't shoot to kill, or they use other methods to arrest (or the crossers just get arrested and deported without resistance). Having a shoot-to-kill policy would be a diplomatic and legal nightmare.
I wonder if the "11 arrests" charge will be researched and verified. That sounds fishy. If it's true, the BP agent should be questioned if he was on a vendetta, and willing to shoot any suspected repeat offender.

Who is to say it was a one on one fight?
Certainly not you.
How would you like to be facing off with a group, of illegals, as they you learn they all ahve a few 2 pound rocks, in their hands?
The BP agents face off with the illegals daily, weekly, and monthly, more times than you take a piss.
And you want to sit there, and have a 20/20 hindsight debate, over the agent's actions?
Perhaps we can arrange for you to visit the front lines and take a ride-along. Put your ass in the front seat of a BP vehicle, and see where your tax dolars go. You do pay income taxes, right?

They have one goal, and that is to go home at the end of their shift.
The fact the guy was shot in the back: it takes a split second to turn around, when you see a gun pointing at you.
Hve you been hit with a rock? Stoning is a form of execution, in some countries. Rock throwing is the most primative weapon, and was used by neanderthals to bring down larger animals.

What did I do? I was bearing witness and it happened really quick. I recall stepping near Robin, I think either to get between her and the attackers or get her away from the incident. I told an officer what happened, but I'm not sure if he took an official statement from me.
Since the incident happened in front of the liquor store, I looked to see if by chance there was a security camera inside that may have gotten footage of the outside in front. There was a camera and I spoke with the clerk. And he was cooperative. You can thank me when you're ready :-P
Last I heard, I think from the clerk himself, the police got the video tape from that camera.
I also printed a statement of what I saw and did and gave it to a LF police officer for what it's worth(he didn't seem that interested). I also emailed a copy to the person who was attacked.
Yes, that's what I did. I certainly didn't give chase in my vehicle and pull out a firearm like you did. I understand following to get a license plate number. But be a tough guy and admit, it was a scuffle, a minor one at that. It wasn't a bank robbery or kidnapping. Your firearm wasn't necessary.
