This is all about psy-op.
The Natural Disaster and its attendant destruction are simply the physical backdrop (stage scenery) for the drama.
The implementation is a matter of details, which are unfortunately scattered about a sparse matrix of information, with noise modulated in (controlled media disinformation) to make things seem as chaotic and “out-of-control” as possible: controlled chaos.
The title of the drama began as ”Oil Storm”, but now has been serialized as “Martial Law”.
The political and social (and long-term economic) reality is:
Forced evacuation, deportation and relocation to controlled environments.
Explicit disarming of targeted population and nullification of 2nd Amendment (personal firearms possession) under justified emergency conditions.
They get to poll the national public opinion results and observe how the rest of the country reacts to these draconian measures.
Seizure of under-utilized and under-taxed real-estate for smart growth more attuned to the new globally informed ethic of wetlands and green-space preservation: The hanging gardens of Babylon will be re-created on the Gold Coast in towering Hotels, Casinos, spacious condos and marinas – more suitable to the tastes and preferences of a higher class of people.

That final was wild. It was cool to hear Federer describe his serve as being off the whole tournament with it coming back in that third set.
Wow - could Agassi play any better? I've never seen him that good. Fed just turned it up a few notches when he got back on serve (broke to make it 3-4 in the third). That tiebreak and ensuing 5 games were UNREAL. Fed lost like 3 points out of thirty and Andre did not look bad at all.
