The City of Baldwin Park has been living under the threat of what appears to me in my opinion to be economic blackmail by the "Save Our State" a.k.a. "Minutemen" who -- according to the Southern Poverty Law Center and according to white supremist web site's discussion forums -- teams up with Nazis and various other white supremists cults.
