This is about the state of California and FBI trying to influence lawsuit reform and help large corporations get out of regulations.

NICB Investigations May Be Targeting Minority Businesses

The State of California, FBI and NICB an insurance industry funded crime fighting group have a covert insurance investigation in the east bay. The operation targets minorities and businesses in poor communities. For their part the FBI says it doesn't target minorities and only follows the money trail but their own records show they profile Afro-Americans and Hispanics at a rate of 8 to 1. Towing, salvage and auto dealerships (some with organized crime connections) are helping the FBI in these operations. The state is trying to save millions lost in bogus claims but critics say state is also trying to get new laws allowing limits on consumer law suit awards, property seizers, heavy fines and arrests without lower proof standards in insurance investigations.

The state is hoping for lots of arrests; people doing fraud should be arrested but the goal of these planned arrests seem to be to get public support for law suit reform. Already, local law enforcement is gearing for crackdowns in east bay communities and new policies for suspected insurance crimes and the fines and property seizers of vehicles, personal information and business records that they will enforce.
