While I wouldn't put the Mossad above doing something like that, it is likely that they would have done it in a more professional manner. What if the murderer had been caught by store security people or a passing cop outside the building? The resulting public relations nightmare would have been so severe that even American neocons would have difficulty defending the murder. It was more likely a former lover, a passed-over bureaucrat or some deranged person who imagined a relationship.
