WASHINGTON -- Defense Secretary Donald H. Rumsfeld said Thursday that the transition to a democratic government in Iraq can't be rushed - and cited the rise of Adolf Hitler as an example of what could go wrong.
"If you think about it, Adolf Hitler was elected. So elections are not the certain judge.
