Call to Action from the Global South: June 2003 WTO Ministerial in Sacramento

We, the undersigned organizations representing the peoples of the South, call on concerned individuals and organizations especially those within the United States to join us in the global popular protests against the Sacramento Ministerial meeting.

From June 23-25th 2003 the Ministers of Trade, Agriculture and Environment from 180 nations, including all member states of the World Trade Organization (WTO), are invited to meet in Sacramento, California, at a summit hosted by the United States Department of Agriculture (USDA), USAID, and the U.S. State Department. An "Expo on Agricultural Science and Technology" will run concurrently with the Ministerial to host multinational agribusiness and biotechnology corporations.

This summit will promote industrial models of agriculture that enrich transnational and large-scale agribusiness interests while undermining the food security, food sovereignty, participation and welfare of the impoverished and disenfranchised peoples of the global South. It will push for a consensus on the review of the Agreement on Agriculture of the WTO in time for the 5th Ministerial Meeting in Cancun, Mexico. It will break the people’s resistance especially from the South that has blocked the promotion of genetic engineering. Through this meeting transnational corporations (TNCs) will tighten their collaboration with governments to expand the use of the untested and unlabeled products of agricultural biotechnology, which pose extraordinary risks to public health, farmer independence and the environment.

We, the undersigned organizations representing the peoples of the South, call on concerned individuals and organizations especially those within the United States to join us in the global popular protests against the Sacramento Ministerial meeting. The people’s rejection, whether from the North or the South, of corporate globalization in agriculture does not stand in the way of development and advancement of technology. Like the so-called Green Revolution before it, agricultural biotechnology, like any technology, cannot hope to solve the problem of hunger in the absence of measures to address the social and political conditions that appropriate the resources of the poor. From our experience, these technologies in the hands of TNCs often become weapons of oppression and more hunger for our peoples.

We join in solidarity with those who question of objectives of and oppose this meeting. We urge peoples and their governments to focus on ecological agricultural alternatives that ensure food sovereignty and sustainable development for all.

---- En el reciente congreso de la Red de Acción en Plaguicidas y Sus Alternativas Para Asia y el Pacífico (PANAP por sus siglas en inglés) más de 60 organizaciones en la región de Asia y el Pacífico crearon una llamada de acción sobre la reunión ministerial organizada por el Departamento de Agricultura de los Estados Unidos (USDA) en la ciudad de Sacramento, California en junio de este año. Se considera un evento clave en el camino hacia el congreso de la OMC en Cancún, México en septiembre.

Junio 2003 Reunión Ministerial del USDA en Sacramento, California: Llamada de Acción desde el Sur Global

En junio 23-25, 2003 los ministros de comercio, agricultura y ambiente de 180 paises, incluyendo a todos los países miembros de la Organización Mundial de Comercio (OMC), están invitados a reunirse en Sacramento, California a una cumbre organizada por el Departamento de Agricultura de los Estados Unidos (USDA), USAID y el Departamento del Estado. Una “Expo sobre la Ciencia y Tecnología de la Agricultura” tendrá lugar concurrentemente con el congreso y estará organizada para las corporaciones multinacionales de agricultura y biotecnología.

Esta cumbre promoverá los modelos industriales de la agricultura que enriquecen a las transnacionales y a los intereses de la agroindustria de escala a costa de la seguridad alimentaria, la soberanía alimentaria y la participación y bienestar de la gente pobre y marginalizada del Sur global. Buscará un consenso sobre la revisión del Acuerdo sobre la Agricultura de la OMC para la Quinta Cumbre en Cancún, México.

Romperá la resistencia de los pueblos especialmente en el Sur que ha bloqueado la propagación de la ingeniería genética. A través de esta reunión, las corporaciones transnacionales estrecharán su colaboración con los gobiernos para expandir el uso de productos de la biotecnología agrícola sin ser probados ni etiquetados, lo cual pone en extraordinario riesgo la salud pública, la independencia campesina y el medio ambiente.

Nosotros, las organizaciones firmantes representando a los pueblos del Sur, llamamos a todos los individos preocupados y a las organizaciones, especialmente aquellas dentro de los Estados Unidos a unirse a nosotros en las protestas populares globales contra la reunión ministerial de Sacramento. El rechazo de los pueblos, ya sean del Norte o del Sur, de la globalización corporativa en la agricultura no impide el desarrollo y avance de la tecnología. Como la llamada Revolución Verde antes de ella, la agricultura biotecnológica, como cualquier otra tecnología, no puede esperar resolver los problemas del hambre en la ausencia de medidas que se enfoquen en las condiciones sociales y políticas que se apropian de los recursos de los pobres. Desde nuestra experiencia, estas tecnologías en las manos de las transnacionales se convierten en armas de opresión y más hambre para nuestros pueblos.

Nos unimos en solidaridad con aquellos que cuestionan los objetivos y se oponen a esta reunión. Urgimos a los pueblos y sus gobiernos a enfocarse en alternativas agroecológicas que aseguren la soberanía alimentaria y el desarrollo sustentable para todos.
