We are ordinary citizens whose lives have become swept up into a corruption scandal of historic proportions in San Bernardino County, California. Eighteen public officials and businessmen have been indicted to date by the U. S. Attorney's Office to date, sixteen have pleaded guilty, two criminal cases are pending.
We "the citizens" thought we lived in America where we had constitutional rights. We all experienced what we considered to be a violation of our civil rights. We all took proactive steps to legally address our local Government with our concerns and issues. We spoke out, attended public meetings, investigated, protested, wrote letters, contacted the local media, filed complaints, filed lawsuits concerning the illegal activities of the local Government officials.
We have been harshly retaliated against by the local corrupt Government officials, experiencing house calls from law enforcement, code enforcement, animal control, suffered numerous false arrests, false press releases, false criminal charges, threats, physical beatings, even suspicious deaths.
The documents and evidence that we have gathered have now been posted on the internet website at: www.civicusa.org Public knowledge is now our best protection from further retaliation from the corrupt officials.
After substantial research, we believe that we are facing a situation where our local Government officials have joined with organized crime to conduct a criminal racketeering enterprise against the citizens, profiting from the ill gotten gains while being protected by the cloak of Government authority. We have reason to believe that they are in the business of drug manufacturing, importation and distribution, along with production and distribution of adult and child porn.
We are just ordinary citizens facing extraordinary odds in trying to defend our rights and expose the corrupt network which controls the local media, the Government agencies tasked with jurisdiction, the Federal and State Courts, and who are perfectly capable of killing you for your silence. We have to fight City Hall. Our lives depend on it.
Ms. Marjorie Mikels, Civil Rights Attorney, estranged wife of Jon Mikels currently a county supervisor. She became aware of the corruption because of her Sister's involvement with opposing the Ward Valley Nuclear Dump. Marjorie led the citizens' effort to place an initiative on the ballot for responsible disposal of nuclear waste. She defended nuclear dump opponents against persecution and prosecution by Federal, State and local authorities in an effort to hush their political voices. Prosecuted lawsuits to stop the nuclear dump. The acquired knowledge of the local Government corruption resulted in the breakup of her marriage. Mr. Bob Nelson retired systems analyst, long-time resident of Summit Valley, San Bernardino County, California. Bob Nelson started attending the Board of Supervisor's meetings in 1989 when there was a proposal to develop Summit Valley. Upon attending some of the meetings, Mr. Nelson became aware that there were corrupt dealings going on in his local Government. Mr. Nelson with his camera became a fixture at the board of supervisor's meetings since the late 1980's. Bob Nelson was known to hitchhike to the meetings with his camera. His first arrest at the board meeting was when he revealed a paramilitary drug bust in Summit Valley that had been covered up by the authorities.
Ms. Shirley Goodwin retired Sheriff's Sergeant, cat lover, private investigator Dick's R Us. Shirley Goodwin was the first woman sheriff sergeant in San Bernardino County. She became aware of the corruption in the county when forced to retire when she refused to coverup a crime. She started her business Dick's R Us and took care of her rescued cats. While at her home on a Sunday 1997, Ms. Goodwin receives a house call from animal control. The animal control employee wanted to enter her home. Ms. Goodwin refused to allow entry without a warrant. A San Bernardino Police Officer arrived and entered her home illegally. Upon running into Shirley Goodwin, the officer became physically aggressive and assaulted Ms. Goodwin. The officer arrested Shirley Goodwin and took her to jail. Ms. Goodwin was charged with battery on a police officer. She was able to prove her innocence. She has a pending Federal Civil Rights case. Since that time, Shirley Goodwin has been actively speaking out about police brutality and defending civil rights. The corrupt local politicians have conspired to conduct a campaign of harassment against Ms. Goodwin. Shirley Goodwin is currently facing criminal charges, the judge ruled that the search warrant in the case was fraudulently altered.

Ms. Gail Fry an Orange County Real Estate Broker who enjoyed hiking in the San Bernardino Mountains. Ms. Fry became aware of the San Bernardino County corruption while hiking to Deep Creek Hot Springs. Gail Fry became aware that the local sheriff's, the Bureau of Land Management and the Forest Service were illegally deputizing a bad guy to conduct law enforcement at Deep Creek. When a guy died under suspicious circumstances and four young adults were threatened with a gun, Ms. Fry made a decision to protect the American public. After filing complaints with the appropriate agencies over a two-year period without success, Ms. Fry read about Ms. Mikels being arrested in the Los Angeles Times. Ms. Mikels had been removed from a meeting for singing about the children accompanied by her accordion. Mr. Geoffrey Hill, PhD was a writer, speaker, psychologist who lived in Twin Peaks, CA. Mr. Hill had no idea when he moved to Twin Peaks (near Lake Arrowhead) what he was getting into. Mr. Hill thought he lived in America. Through various experiences, Geoffrey Hill became aware of the local Government corruption. Mr. Hill began to research, investigate, speak and write about the issues that came to his attention. Geoffrey Hill wrote letters and sent evidence to District Attorney Stout, the FBI, and the U.S. Attorney's Office. Geoffrey Hill, PhD was falsely charged with distribution of child porn, his home searched, computer and evidence taken, and allegedly committed suicide shortly thereafter. We believe that Geoffrey Hill paid the ultimate price for Freedom and Democracy.

Shirley was exposing MTA misconduct, specifically, the fact that too many African American workers were being framed by the Transit Police. As a result Shirley was framed and fought a misdemeanor criminal charge for 19 months before being acquitted. In her fight for justice, Ms. Moore became an activist and has conducted numerous investigations. Ms. Moore created and hosts her own television show called "Awareness".
Mr. David Childs, schoolteacher, member of the Democratic National Party, father and family man. David Childs became involved in defending his family against a neighborhood drug gang. David Childs reported the criminal activities to the San Bernardino Police Department. No action was taken. Mr. Childs filed an internal affairs complaint, no action was taken. Meanwhile back at the neighborhood, David Childs, his wife and family are being terrorized by members of the drug gang. They drive by real slow playing loud obscene music about child molestation to harm the family. They have physically assaulted Mr. And Mrs. Childs on their front lawn caught on videotape. They have thrown rocks through the Child's windows. Mr. And Mrs. Childs have requested assistance from the police and instead they have been arrested twice. Once charged with filing a false police report. The charges were dropped.
Anne Bellis, University Professor's Wife, lives in Lake Arrowhead, close friend of Geoffrey Hill's, became interested in San Bernardino County corruption while researching Eagle habitat. While researching land use in the Lake Arrowhead area, it came to her attention that the whole area was designated as Forest Reserve in 1873. Forest Reserve land was designated as to never be mined, logged or developed. Ms. Bellis knew that there was substantially new development in the Lake Arrowhead area since the 1970's. Her research led her to the largest Federal land scam in U. S. History. Thousands of acres of National Forest Land changed hands through fraudulent deeds into the hands of the local boys and in particular Supervisor Dennis Hansberger's Father's.
Clark Cavanaugh, business owner of a small security company in San Bernardino, spoke out at a San Bernardino city council meeting about security, towing, crime and rental properties in the city. One week later, Clark, his wife, and his brother were arrested and charged with 81 felonies. After 1-½ years, all 81 criminal charges were dropped. While awaiting charges, Clark Cavanaugh contacted Jeff Wright's attorney in order to reach Jeff Wright. Clark knew that Jeff Wright would be able to provide him with valuable information. Clark became actively involved in investigating the county corruption to defend himself and other citizens.
Jaime Alvarez and Family, business owner of a mortgage company in San Bernardino, very politically active and active in the community, strong Hispanic family, had developed a successful formula with HUD to refurbish homes and resell them to low income families. Jaime Alvarez became the subject of a politically motivated criminal investigation into his business. The investigators found that an insurance broker was selling fraudulent fire insurance to Jaime Alvarez on his properties. The investigators coerced the insurance broker to implicate Jaime Alvarez and then filed criminal charges against several members of the Alvarez Family. Why would a landowner purchase fraudulent fire insurance for his properties? It was discovered during an FBI sting operation that the DA's office admitted that this was a politically motivated criminal case. Criminal case still pending against the Alvarez Family.
Dr. Bobby Little, former Intelligence Officer during the Vietnam War, educator, occasional political candidate, regular fixture at the City of Ontario meetings and founder of CRIHOG. CRIHOG or Citizens to Restore Integrity and Honor to Our Governments was founded by Dr. Little to expose police misconduct in the City of Ontario. A member of the City of Ontario's Police Department had taken Dr. Little to a mental ward under false pretenses. Dr. Little was in this mental ward for several days and the stress of the experience resulted in permanent physical damage to Dr. Little. Dr. Little is a prolific writer who is constantly at his desk and typewriter creating publications for the public and the misbehaving public officials.
Mrs. Cheryl Anaya, a karate kicking, grandmother, with strong religious beliefs, became involved when some corrupt individuals in the county attempted to steal land from her through fraud. Cheryl Anaya found out that the person involved is related to a famous "mob" family on the east coast. One time while grocery shopping, this individual with a gun in hand rapidly approached from behind Cheryl. Cheryl quickly turned around and disarmed him by saying, "Oh how are you Mr. Mob?" Cheryl Anaya can be seen at the county board of supervisor's meeting, City of Fontana meeting, and conducting research around the county.
Ms. Janet Fisher is a professional breeder of prize winning rare and fancy chickens. Her brood cock was a National grand champion beating out 2,800 other birds. Ms. Janet Fisher created a new variety called Mottled American Game accepted and shown at the Pomona Fair. Janet Fisher became involved when animal control paid her a house call concerning her prize-winning rare and fancy chickens worth $100,000. (some on endangered species list). Pasadena Humane Society SPCA took her chickens in retaliation for her speaking out about Government abuses relating to Animal Control. This initiated a passionate cause within Janet Fisher who became aware of other American citizens around the country who have had their rights abused by animal control. She has evidence that the humane society is stealing valuable animals from citizens. Ms. Fisher interviewed victims, gathered evidence, and educated herself about the law and the legal system. Ms. Fisher recently filed a Qui Tam with John Ashcroft of the U. S. Justice Department alleging that the citizens are being denied honest services by the Federal Court system.
Ms. Grace Lester, grandmother, Italian, will bowl you over. Grace Lester became involved when her grandchildren became the subjects of a custody dispute. During the custody dispute, Grace Lester became aware of the corruption within the courts as she watched her grandchildren awarded to an alleged child molester. Grace Lester became a regular fixture in front of the courthouse with protest signs exposing a local judge's as a pedophile. Grace Lester regularly attends the County Board of Supervisors meetings and once said she would put up her virginity (after 5 kids) against Supervisor Jerry Eaves' integrity. Ms. Lester was charged with disrupting a public meeting wherein the charges were dismissed when it was discovered that someone tampered with the volume of the videotape.
