THE PRIVATE AND PUBLIC AGENDA OF THE ELITE OF NATION STATES THE

PALESTINIAN PEOPLE'S VISION OF JUSTICE & VIABLE STATE, THE

ISRAELI PEOPLE'S TRAUMA AND NEED FOR PEACE AND SECURITY CAN

COALESCE WITH INITIATIVES AND ACTION BASED ON REALITIES OF

HISTORY, INTERCONNECTION & REACTIONS TO EVENTS ON THE WORLD

STAGE, IN LIEU OF FORCE DRIVEN BY MYTH & DEMONIZING.





This writer has tried to supplement the work and literature of

many historians, journalists and scholars, from the news rooms

and universities in the middle-east and countries all around the

world who in the main have critiqued history and the current

action on the ground with a try to understand and explore

personalities, motives and their "game plan".

My option has been to focus on concepts to posit a viable

pragmatic means to stop the current madness soonest by creating

an INTERNATIONAL TEAM dedicated to put specialists including

economic, medical, social, military & others on the ground

soonest (not as observers - but "active") to provide as best they

can - security & other critical needs creating some element of

confidence as the TEAM solicits inputs from all relevant parties

to then quickly prepare a comprehensive plan for an "end game",

the basic elements to be put to a vote of the people of Israel

and Palestine, with the elite of governments and nations then

expected to execute Agreements, treaties, protocols, etc. to

reflect the Plan and acceptance by the Palestinian and Israeli

people.

Now for some items of reality, posits and speculation.

Before the government of Israel and Palistinian Authority can

reliably assure implementation of a comprehensive "end game"

Agreement:

An inclusive diverse reorganization of the Palestine

Authority with general elections expected is critical to assure

support of the Agreement and the end of Intifada II and terrorist

acts by "the street" -the mass of the Palestinian people.

The current Knesset, Lukid majority government, tied to a

historic policy of a Zionist vision of dispossession, must be

replaced by a vote and coallition of parties dedicated to a just

peace to reflect the spirit of the UN Partition Plan of 1947 for

a viable independent Palestinian State, responsibly addressing

all critical issues, and as suggested below initiatives leading

to friendship and collaboration with the Palestinian and

neighboring States.

Looking backward to assign blame, vindicate actions, find

revenge, for economic, social, or military abuse, in the pursuit

of ideology or "defense", or for rebellion, the acts of freedom

fighters or terrorists as you choose to label them, may be likely

to abort the process.

I recommend a means of public forum to admit past acts, and

seeking forgiveness following the example of South Africa.

Those who choose not to participate with this process may be

encouraged to depart from the two "would be friendly" States.

The reality of peace and security in the region mandates

serious attention to building collaboration in trade, labor,

business, education, medical, the joint use of ports and

development of infrastructure and resources (water and off-shore

gas for example), open borders and such interdependence that the

current concerns of threat can be put into the dustbin of

history.

One more observation:

The "green line" of borders before 1967 has been denoted to

define the boundries of the new state of Palestine by the UN

Resolution 242, with sharing of Jerusalem to reflect the spirit

of the 1947 Partition Plan as I understand history.

If Israel with the backing of the USA continue to try to

"re-open" the question of such boundries -

It may be a useful ploy of the Palestinians to take a position (now also free to open the question of bounderies) to

reflect the UN 1947 Partition Plan boundries, and pursue claim to

lands along the border of Lebanon, Sinai atc. taken by Israel in

1948.

There are extremists among both the Palestinians and Israelis,

and they will not agree to any pragmatic terms, and some are

likely to engage in violent acts with no end for such. All

parties must recognise this as another element of reality and

work together to minimize these acts and control the extremists

by lawfull means - not by incursion across borders and

assassination.
