It would be easier to get Canadian and American film unions together to equalize wages if you want to 'stop' runaway productions. Canada has no film industry without US productions; Canadian productions are subsidized eight ways from Sunday and wouldn't get airtime without US stars or Canadian Content laws.
I agree we should not undercut one another's wages, and government subsidies up here are hurting y'all, but with all our screens controlled by Jack Valenti (MPAA), we have no market for our own productions, therefore no domestic industry. I would happily make a deal by which we drop our subsidies and you stop blocking our efforts to protect our market.
