Black Environmentalists Target "Pibby" - Put it in Blacks' Backyards

In the common view, black communities are roused only by matters involving economic discrimination, police activity, and the like. In fact, black communities have been in the vanguard in the struggle against "PIBBY" -- the siting of facilities that produce or threaten to produce toxic waste in blacks' backyards.
