Imagine in the very near future that our planet were invaded by huge, metallic ships which descended from space and hovered over our lands, terrorizing all of humanity.

Then, despite no aggressive action our part, these giant ships began blasting massive sonic booms upon our cities, instantly deafening millions of us. Ears bleeding, we are shocked into submission and despair realizing we are powerless to stop the invaders. Never again will we listen to music, be able to hear the laughter of children, the songs of birds. Some of us even die from our internal sonic injuries.


Now imagine the ships are REAL! The aliens are US, or to be more specific, the "U.S.". All of the creatures of the world's oceans, who have lived there for millions upon millions of years, are being blasted with U.S. military sonic weaponry! The sonic blasts are about to be increased to the equivalent of sonic nuclear weapons being exploded across the planet. Already dolphins and whales are succumbing to this invasion, being deafened, disoriented, and dying en masse.


We who swim and communicate with our cetacean elders here in Hawai'i have been told of the insanity of these technologies which threaten all life on our planet. We are warned that the super-powered militaries must be stopped IMMEDIATELY from continuing with their mass-murder weapons and first-strike systems, namely the United States, now taken over by the most massive military corporations on the planet, represented by Halliburton CEO Cheney and Dresser Exec Bush. The dolphins and whales are trying to show us just how ALIEN we have allowed our society to be twisted, and how deadly we have become as a species.


One event, which stands out in its synchronicity, and which many people may have missed: Just days after the U.S. nuclear submarine carrying Tomahawk missiles ran over the Ehimi Maru and its schoolchildren here inside a WHALE SANCTUARY, a yearling Humpback whale breached up onto the back of a whale-watching boat, smashing into the deck, a behavior that has never happened before here. I truly believe this young whale was trying to PROTEST the symbolic significance of a nuclear submarine running over our own children! The Ehimi Maru was run over just days after the U.S. Navy announced it was moving its strategic command to Guam for more rapid mobilization in "areas of action" in the future.... meaning war in Asia.


I was born into, grew up in, and served in the U.S. Navy, and I am sending this S.O.S. (Save Our Souls) to the world not only for the sake of my cetacean elders, and all the other creatures of the oceans, but for the children of America: We need your help to stop this INSANE military machine which has seized American government and society and now is arming itself against all of us! The former U.S. "superpower" has degenerated into a corporate police-state bent on dominating all markets of the world, destroying and digesting every last wild treasure, killing or imprisoning all who resist. The National Marine Fisheries Service has agreed to hold three public hearings on the Navy's Low Frequency Active (LFA) sonar program. The hearings are scheduled as a result of requests by the public and from members of Congress. This is our last chance to be heard! Please publicize and attend one of the meetings below.

NRDC Blasts Proposal Allowing Deployment of Controversial Navy Sonar Program

WASHINGTON - A rule proposed by the National Marine Fisheries Service that would allow the U.S. Navy to deploy a powerful new global sonar system drew protest from NRDC (the Natural Resources Defense Council) today. The environmental group says the sound generated by the system is so intense that it could harm marine life that depends on hearing for survival. The group called for further study before deployment.

"Whales and other marine species rely on hearing at least as much as people rely on sight," said Joel Reynolds, director of NRDC's Marine Mammal Protection Project. "We are very concerned that the rule the fisheries service has proposed may not protect this essential piece of the ocean environment."


The system, known as LFA for the "low frequency active" sonar it employs, functions much like a floodlight, scanning the ocean at enormous distances for enemy submarines. It is so powerful that a single source can illuminate hundreds of thousands of square miles of ocean at one time. At close range, the noise it produces is millions of times more intense than the Navy considers safe for human divers and billions of times more intense than the level known to disturb large whales. Before NRDC uncovered the program in 1995, the Navy had been testing LFA without the fisheries service's approval.


The fisheries service decided to proceed despite unanswered questions about a mass stranding of whales in the Bahamas last March. A fisheries service-Navy investigation already has established that the strandings were caused by a Navy battle group's active sonar system. That system used mid-frequency sound, which generally does not travel as far as LFA. Last month a marine scientist stated in a letter to the Navy that a number of species stranded in the Bahamas had virtually disappeared from the area.

"The Bahamas strandings confirm just how serious the risks of active sonar can be," said Michael Jasny, an NRDC consultant. "It's astonishing that the fisheries service would propose a rule for a system of such extraordinary reach before its own investigation is completed."


The release of fisheries service's proposed rule opens a 45-day period for public comment that closes May 3. The agency then will decide whether to finalize it. The Navy received more than a thousand comments from concerned parties on its own environmental analysis of LFA, and environmentalists believe that the response to the fisheries service's proposal will be at least as strong.


"The National Marine Fisheries Service has a fundamental responsibility under federal law to ensure the health and safety of marine mammals," Reynolds said. "We will be examining its decision very closely."

For the last several years the U.S. Navy has been moving ahead with plans to deploy Low Frequency Active Sonar, or LFA -- a new extended-range submarine-detection system that will introduce into the world's oceans noise billions of times more intense than that known to disturb large whales. Write a Simple Letter to Help Stop LFA Sonar Funding

There is also a move in Congress to request oversight hearings on the budget of this potentially disasterous project. The way we can stop the U.S. Navy from installing and blasting LFA sonar throughout the world's oceans is to cut off the funding. This system is being funded in OUR name with OUR tax dollars. We need to have Congressional Oversight Hearings. You can help by writing a simple letter to your congressional representatives.

Your letter will be most effective if you put it in your own language on your personal letterhead. Handwritten letters are best. Make it personal. Mention your profession.

SAMPLE LETTER to Elected Officials

I am writing to ask you to support oversight hearings into the U.S. Navy's antisubmarine warfare program, particularly into the low frequency and mid-range sonar that have such potentially devastating impacts on marine life.

We need an audit by the Government Accounting Office of the US Navy's low frequency active (LFA) sonar program.

This program should be terminated: 1. To avoid an environmental disaster. The Navy's final Environmental Impact Statement excludes evidence demonstrating the adverse effects of LFA. Nor does it consider how long-term exposure will affect hundreds of marine species. 2. Because passive listening devices are now available which can achieve the same national security purpose (detection of silent submarines) without causing such harm.

The U.S. Submarine Force will remain the world's preeminent Submarine Force. We will aggressively incorporate new and innovative technologies to maintain dominance throughout the maritime battlespace. We will promote the multiple capabilities of submarines and develop tactics to support national objectives through battlespace preparation, sea control, supporting the land battle and strategic deterrence. We will fill the role of the Joint Commanders' stealthy, full spectrum expeditionary platform.


The U.S. Navy must prepare for the eventual ability of regional powers or peer competitors to construct a robust area denial capability. The submarine's ability to gain and sustain access by penetrating a denied area, independently, covertly, and for long duration, provides a unique tactical advantage over other assets in the Navy inventory. Virtually invulnerable to cruise and tactical ballistic missiles as well as weapons of mass destruction and information warfare, submarines provide U.S. operational commanders the critical tools they need to prepare and shape the battlespace to ensure the defeat of the advanced area denial threat. U.S. submarines operating undetected near the enemy coastline provide a complete picture of the undersea, surface and near shore environment and enemy force dispositions and preparations. In this role, submarines mitigate the risk and enable the effective employment of the full force of our naval power against the adversary. As such, submarines are a necessary, although not sufficient, element of our nation's military.


Employing currently available onboard imagery and SIGINT equipment- specially equipped unmanned undersea vehicles (UUVs) and potentially unmanned airborne vehicles (UAVs) in the future- the submarine can gather intelligence information that no other national asset can duplicate. The submarine's ability to map the undersea environment with onboard sensors and UUVs furnishes our operational commanders a compete picture of the undersea battlespace, providing them with the location of mines and enemy submarines and, as importantly, negative information-where they are NOT. Using the strike capability resident in Tomahawk as well as the unique ability of the submarine to covertly insert Special Forces, submarines can destroy targets from denied areas while providing little or no warning to the enemy. These strikes will reduce or destroy an enemy's area denial capability and allow entry of less stealthy forces. The submarine's ability to prepare and control the undersea battlespace will be of paramount importance in 21st century combat in the littorals.

RAINBOW WARRIOR ARRIVES AT PACIFIC STAR WARS TEST RANGE

The Greenpeace flagship Rainbow Warrior has arrived at the Kwajalein Missile Range, in the Republic of the Marshall Islands, to protest the upcoming US Star Wars missile test.

The next test of the Star Wars missile system, involving the launch of an intercept missile from Meck Island in the Kwajalein Atoll, is due to take place some time in the next three months. The objective of the test flight is to destroy a missile launched from the Vandenberg Air Force Base in California as it is in mid-flight over the Pacific. The test is a critical one for the Bush Administration, which is a strong proponent of Star Wars, because two of the past three tests have failed.

"Just as Greenpeace campaigned against nuclear testing in the Pacific, Greenpeace is campaigning against the testing of the Star Wars system there; a system which threatens to ignite a new nuclear arms race and greatly increase the risk of conflict globally," said Greenpeace campaigner Mike Townsley from the Rainbow Warrior.

"We have sailed to the heart of the Star Wars testing range to call for an end to the US Star Wars plans because of the clear and present danger it poses to achieving a world free of nuclear weapons; something that Greenpeace has worked to achieve for thirty years", continued Townsley.

The SV Rainbow Warrior departed Auckland, New Zealand on February 13, 2001. There are 22 crew onboard from Britain, Denmark, the United States, India, Canada, New Zealand, the Netherlands, France and Germany.

The ship intends to tour the Marshall Islands with open days in Majuro and Ebeye to discuss with the Marshallese people why Greenpeace is opposed to the Star Wars programme.

Subject: Vieques Update 4/23


Hey y'all,


Two days after sending out the last updates, the Navy announced that it
will be bombing in Vieques staring on April 27th. There has been
sporadic bombing over the last year. However, this will be the first
bombing of the new administration both here and there.


And what a difference that can make. Not in the US. The Cheney
administration is taking the same tack of Clinton: stall, deny and
bomb. But here in Puerto Rico, the announcement has brought the loudest
uproar in a year. A demonstration is planned for this Thursday in front
of the Capitol. The next day bombing is scheduled to begin. Also
scheduled is the first civil disobedience in months, and amongst those
planning to be arrested are 20 legislators. There is even talk of
convening a session of the Puertorican legislation in the Navy
territory. (This was suggested by one of the most fervent pro-Americans
politicians as a taunt- If you really believed.... )


Today or tomorrow the legislature is expected to pass a law regulating
sound in Vieques. In theory, this would effectively shut down the
bombing. When asked if this law would violate the accord with the US
which calls for a referendum between three years of bombing or unlimited
bombing, the governor replied: "Accord? What Accord? There is no accord!"


The legislation is based on studies that infra sound vibrations can
cause damage to the heart. The Navy of course denies this as well as
every other study that has shown health problems in Vieques. Recently,
John Hopkins was hires by the Navy to look at one such study. JH
announced that the findings of the study were "incomplete." Thus no
scientific proof. A couple days later the Navy admitted that it had not
given all of the data to JH.


Speaking of lack of scientific proof, the PR government recently
released a report that had been conducted by the previous government but
then buried. Taking advantage of the peace, a team from the University
of Georgia found "the existence of thousands of barrels and compressed
gas cylinders sunk onto the coral reefs of Vieques. We have now
demonstrated that toxic substances are leaking from the underwater
bombs, and that this toxic material is now found in living marine
organisms on the reef. " The report said that further study needs to be
done by the EPA. The EPA however is refusing because it's too dangerous
to see if it's dangerous or not. Really.


{}April 19th was the second anniversary of the death of David Sanes, the
Viequense whose death sparked the movement here. On April 19th, the
second anniversary of the death of David Sanes, his mother died.


{}{}In Virginia, a group of 500 people have signed on to a lawsuit
against the US Navy over noise from its jets.


{}{}{} In sporting news, PR baseball player Igor Gonzalez recently met
with Bush in the oval office. The two had known each other when Bush was
employed as Son-of-the US-President by the Texas Rangers. Gonzalez told
Bush of his support for an immediate end to the bombing of Vieques. Bush
responded that he believes there are not enough peanuts in cracker jack
boxes.


{}{}{}{}In more sporting news, the new mini-fly (?) weight boxing world
champion is from Vieques. Like most events in Vieques, his arrival
turned into a peace rally, being greeted by activists Ismael Guadalupe
and Carlos Ventura.
