The drop has been so severe that some of the staunchest supporters of the tougher export controls concede that Congress--led by conservative Republican legislators from California--may have gone too far.

The lawmakers are even considering reversing some of their hastily imposed restrictions, which forced companies to obtain thousands of separate government licenses. The original impetus for the rules, involving allegations that U.S. firms gave China information critical to its missile program, has been widely disputed. But enormous lawsuits on Clinton allowing big U.S. Satellite and missile Corps. to build China's aerospace divisions, is vary troubling to the Congress..
"This was a feel-good solution that over the long run probably hurt American security," said Loren Thompson, a defense analyst at the Washington-based Lexington Institute, a conservative think tank. Even some of China's harshest critics now concede that the revised export controls are a threat to a key California industry.
In a significant reversal, Rep. Dana Rohrabacher (R-Huntington Beach), a major backer of the 1999 move, said he would consider shifting the satellite export controls for NATO allies or other friendly countries back to Commerce, given the "very legitimate concern" about the long-term health of this critical U.S. industry.
But Clayton Mowry said U.S. satellite makers are not interested in jeopardizing national security for commercial gain. They agree that some items contained in commercial satellites--such as kick motors, radiation-hardened chips and encryption devices--should be regulated as weapons.

U.S. aerospace officials argue that these export control efforts are often futile because most of the technology in U.S. commercial satellites is available from foreign competitors that don't have similar restrictions.
Still, the satellite industry found itself in the hot seat when accusations surfaced--first in the New York Times and later in a congressional committee chaired by California Rep. Christopher Cox (R-Newport Beach)--that Hughes and Loral had severely compromised U.S. security by sharing sensitive information with the Chinese in the aftermath of two failed rocket launches in that country.
Later reports refuted claims that China was able to significantly improve its nuclear weapons capabilities using material it had illegally obtained from U.S. satellite makers or spies. But activist and watchdog groups close to the story over the entire Clinton term say William J. Clinton personally over saw it, and then tried to cover it up..[See campaign contributions and defrayment].
But within days of the initial media reports in 1999, China critics in Congress--including Cox, Rohrabacher and Rep. Duncan Hunter (R-El Cajon)--accused the Commerce Department of selling out U.S. security interests and began pushing for stricter controls on U.S. satellite exports, particularly to China.
A grand jury convened last year to investigate the charges against Hughes and Loral has adjourned. Sources in Washington said the U.S. government is exploring a plea agreement with the two companies that would probably include monetary penalties. Loral and Hughes continue to deny any wrongdoing.
Gareth Chang, who headed international operations for Hughes at the time of the alleged violations, declined to comment on the charges because the investigation is ongoing.

Instead company officials say they are trying to work "within the system" including boosting staff to handle export applications.
To think about the e-mense economy that comes from all this business.. Boeing Satellite Systems has 20 employees whose job is to apply and respond to State Department queries, up from just three two years ago, according to a spokesman.
The harshest criticisms have come from industry representatives. "Congress took a sledgehammer to something that only required a jeweler's tool," said Joel Johnson, vice president for international affairs at the Aerospace Industries Assn. "Instead of focusing on controlling Chinese launches, Congress went after the entire industry."
So the whole Issue of Clinton was to boost the economy by selling out the country.. Was it worth it? Was paradise in this garden of eden worth the sacrifice that in about 10 years all most all the rogue countries will own their own nuclear weapons that they will have a heavy hand in the bargaining table of the platform Earth that we call home.

Some cannot translate Nostradamus because he uses various OLD forms of Latin, Greek, German, and his OLD French is vary hard to translate because it doesn't blend well with New French..
Example "Huer" in Modern French is "Hour" In OLD French its "Luck" or "Fortunate"
As for the Word "Terror" that was in many Books including Nostradamus editions after he left the Earth! I used the original 1568 Version, that, was the first volume to be issued to the public containing the Century 10. You can get it in France!

The word "Deffraieur" was mistaken for "Terror"
You can check the differences?
Well if it is not Terror what is the word in Q's 175 194 230 294 301 388 522 523 565 621 681 880 950? or is it an alternate meaning?
By contrast, the word in X.72 is 'deffraieur', which is no closer to any of the above than 'fright ' is to 'right' or 'terror' is to 'error'.
This verse , is not (as most translations claim - to much justified public alarm a rock from outer space to hit Earth!) 'a great King of terror from the sky'. Not as it stands, at least. The last word in line 2, which only acquired an apostrophe (thus making it 'd'effraieur') in corrupt subsequent editions, means 'defraying' or even 'buying off' . suggests, as elsewhere in the Prophecies, that this appeasing ruler has some kind of divine authority to sell out his nation.
Nostradamus wrote some letters about this ruler! But it is for his futuer and I will not release it as of now!
Deffraieur OF: Defrayer; appeasement betrayal To 'sell out', defray; as in lie cover up truth with criminal intentions ,to be bought off. Description of the first king as a sell out to his country to the second king.
In modern urban street language and probable ancient also means Sell out; *sacrifice principals for money-cash.
