Texas Gov. George W. Bush rallied his angry troops in Florida with a speech that revealed troubling gaps in this would-be president's understanding of how the U.S. constitutional system works.

Texas Gov. George W. Bush rallied his angry troops in Florida with a speech that revealed troubling gaps in this would-be president's understanding of how the U.S. constitutional system works.

Bush's ignorance of the three branches of government could have gotten him a flunking grade in high school civics.

In blasting the Florida Supreme Court for interpreting Florida's election law, Bush didn't seem to understand that it is the duty of the courts under the American system to interpret the law and to settle disputes under the law.

Bush's intemperate rhetoric, however, did succeed in exciting Republican demonstrators who pressured the Dade County canvassing board into halting a recount of disputed ballots. That decision likely will give Bush the presidency.
